Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS IS AN 03 REQUIREMENT. FUNDS ARE NOT PRESENTLY AVAILABLE AND MAY NOT BECOME AVAILABLE TO FUND THIS REQUIREMENT. THE GOVERNMENT WILL NOT BE RESPONSIBLE FOR FEES OR BID PREPARATION COSTS The solicitation is issued as a Request for Quote under the number F7317921330200 for Weapons Safety Support. This solicitation is reserved as a small business set-aside. The associated standard industrial classification (SIC) code is 8742 and the NAICS code is 541612 - small business size standard is $6.0. This solicitation package includes Provisions and Clauses/Offeror Representations and Certifications (Atch 1) and Statement of Work (Atch 2). The individual performing the Statement of Work must have the technical qualifications for accomplishing the required work. Technical qualifications may be found in Atch 2, para 4 of the Statement of Work. The following FAR provisions and clauses do apply: FAR 52.232-19 (Availability of Funds for the Next Fiscal Year), FAR 52.212-4 will be incorporated in the Purchase Order by reference. FAR 52.212-3 Offeror Representations and Certifications ? Commercial Items, a completed copy of this provision shall be submitted with the offer. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, to include clauses b(12),(13),(14),(15),(16) and (17): FAR 52.232-33, Payment by electronic funds transfer, central contractor registrations; DFARS 252.204-7004, Required Central Contractor Registration; 252-212-7001 Contract Terms and Conditions Required to Implement Statues or Executive Order Applicable to Defense Acquisitions of Commercial Items. To assure timely and equitable evaluation of offers, each offeror is required to complete and submit (1) a copy of the provision FAR 52.212-3, Offeror Representations and Certification ? Commercial Items, (2) the Technical Qualifications of individual performing Statement of Work, (3) Past Performance references and (4) pricing proposal. Past Performance references should be for same or similar type service desired. Past Performance should include a list of three (3) of the most relevant services performed for either Federal or commercial customers within the last three years. Relevant service, are services like or similar to items/services required in this announcement. Provide the following information for each reference if applicable. Company name, address, point of contact, exact service performed, dollar amount, period of performance, phone number, fax number and E-mail address. Current information is requested. Award of this acquisition will be based on Best Value to the Government. Vendor must be actively registered with Central Contractor Registration. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is conforming to the solicitation and will be most advantageous to the Government. The Government reserves the right to award to other than low bidder. The evaluation criteria is: Technical qualifications of individual performing the Statement of Work, Past Performance and price. Qualifications and Past Performance will be evaluated on basis significantly more important, than, approximately equal to, or significantly less important than price considerations. After the contracting officer has established a competitive range, all remaining offerors within the competitive range will be evaluated on qualifications and past performance, usually 2 to 3 that are technically acceptable. To assure timely and equitable evaluation of offers, each offeror must complete and submit technical qualifications of individual performing the Statement of Work, Past Performance, Pricing Proposal and a completed copy of Representations and Certifications. The following additional FAR provisions and clauses do apply. Contractors must actively be registered on the Central Contractor Registration (CCR) to be eligible for award.
