Description
The National Cancer Institute (NCI), Experimental Transplantation and Immunology Branch (ETIB), Center for Cancer Research (CCR), plans to procure a ELISPOT CTL analyzer Image Analysis Instrument and Software from Cellular Technology Ltd., 10515 Carnegie Avenue Suite 501, Cleveland, Ohio 44106. The supplies and services herein are commercial as defined in FAR Part 12. The North American Industry Classification System code is 421450 and the business size standard is 100 employees. The purpose of this procurement is to develop the capability within the laboratory to measure immunological responses with the ELISPOT assay. The ETIB program conducts clinical trials and pre-clinical animal experiments for the development of immunetherapy for cancer, in particular developing cancer vaccines. To test the efficacy of these vaccines, the lab needs to check for the generation of immune responses. One of the most current validated assays is the ELISPOT. Minimum Specifications: 1) auto-light adjusts: corrects for ELISA effect; standardized background from well to well, enabling identical read-out for multi-site trials. Enables objective analysis and reproducibility. By virtue of autocenter and autofocus features, the ImmunoSpot Analyzer has fully automated and accurate image capture; 2) ImmunoSpot software v 2.0 new, unique features include: ImmunoSpot multi-plate autocount (IMPAC), permits uninterruped counting of an indefinite number of plate files. Direct Excel or XML output for spot numbers, mean spot size, and spot size distribution and; 3) shall be compatible with accessory software for high volume data processing: ImmunoSpot Map-a data management tool; ImmunoSpot QC-a quality control tool for data validation. Several NCI laboratories use this assay for immunologic monitoring in clinical trials and having consistency in the data will permit NCI to compare pre clinical data whether in animals or in humans to the clinical development of our vaccine strategies. Cellular Technology Ltd. is the only source known to the NCI that can provide the Elispot Analyzer that is networkable with a number of satellite workstations, throughout the NIH as well as the NCI . This will enable independent data analysis by an indefinite number of laboratories at NIH and NCI, and also provide the capability of interchanging and confirming data amongst our collaborative labs. Without this consistency of data, the collaborative efforts of this laboratory would not be possible and significant research time and effort would be lost and comparative studies would not be possible. This is not a request for competitive quotations. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow NCI to determine if it can meet the above minimum specifications described herein. Capability statements must be received in the Contracting Office by 1:00 PM EDT (local Washington D.C. time) on September 3, 2002.
