Description
National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coastal Research Management (OCRM), intends to award a Simplified Acquisition on a sole source basis to Association of U.S. Delegates to the Gulf of Maine Council on the Marine Environment (Association), 2-1/2 Beacon Street, Concord, NH 03301. The Association has the logistics, planning, management expertise to assist with the development a long-term strategic plan for mapping the Gulf of Maine. Since the Association has worked with NOAA on previous workshops related to the Gulf of Maine, it has the needed knowledge of workshop logistics, content and, most importantly, the appropriate participants. The purpose of the workshop is to develop an implementation plan to test in the estuaries of the Gulf of Maine the methods for evaluating and predicting nutrient related to water quality problems in the nation's estuarines and coastal water. This is firm, fixed price procurement. This is a synopsis prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The purpose of this synopsis is (1) to determine if any other source(s) are able to provide the services outlined herein and (2) to announce the Government's intent to solicit the Association on an other than full and open competition basis if no other responsible source is identified. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The associated North America Industry Classification System is 541620. The period of performance shall be from award to April 31, 2003. The Federal Acquisition Regulations (FAR) web site is www.arnet.gov/far/loadmainre.html. The provision at FAR 52.212-1, Instructions to Offerors-Commercial applies to this acquisition and there are no addenda to this provision. The provision at FAR 52.212-2 Evaluation-Commercial Items (JAN 1000) applies. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and there are no addenda to this provision.
