Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. Solicitation number NCND5000-2-00017 is issued as a request for quotations. This is a firm-fixed price procurement. Partial performance payments will apply. The solicitation document and incorporated provisions and clauses are those in effect through Acquisition Circular 97-27. This procurement action is full and open. The North American Industry Classification System is 541820. A firm is a small business for the purpose of this requirement if it size standard is $6,000,000. The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Ocean and Coastal Resource Management (OCRM), Estuarine Reserves Division (ERD) seeks assistance in providing media training to core staff positions within the National Estuarine Research Reserve System(NERRS). The contractor is NOT requested to prepare information to be submitted to the media. NERRS is a federal-state partnership program, and core staff positions are those of state agency employees (not Federal employees). The reserve system is a network of 25 protected estuaries areas located across the country and established for long-term research, water quality monitoring, education and stewardship. (www.ocrm.nos.noaa.gov/nerr) Regional media training will be offered in the spring of 2003 for reserves in the New England area, for reserve staff (non-NOAA staff) that must communicate highly technical and scientific information to lay audiences. This is a one-time training program. The contractor shall work with the Estuarine Reserves Division to develop a two-day training program. NOAA will be responsible for site selection and rental of the meeting room. The first portion of the training shall provide education staff with media relation skills to do the following: (1) identify news worthy opportunities, (2) write news releases,(3) "pitch" stories and (4) cultivate relationships with the media. The second portion of the workshop shall prepare education, research and management staff for interviews with the media. The goal of the second portion is to help staff communicate research findings and complicated subject matter to lay audiences, minimize the risk of being misquoted, and make staff feel more comfortable in front of the camera. Deliverables include (1) meeting with ERD staff in Silver Spring, Maryland, to plan the structure of the workshop within 12 weeks of the award, (2) providing ERD the written content outline and agenda within 8 weeks of meeting with reserve staff, (3) providing the training in the spring of 2003, and (4) conducting an evaluation of the workshop within three weeks of the training to determine audience satisfaction and providing a written summary of the evaluation results. Overall period of performance shall be seven months to allow ample time for advance planning with the Estuarine Reserves Division. The provision at FAR 52.212-2 Evaluation-Commercial Items (JAN 1000) applies: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: (i) technical capability of the service offered to meet the Government requirements; (ii) past performance, and (iii) key personnel. Offerors shall included a completed copy of the provision at 52.212-3, Offeror Representations and Certification- Commercial Items, with its offer.
