THIS SOLICITATION WILL BE AVAILABLE ON THE INTERNET AT http://dibbs.dscccols.com/rfp 15 DAYS AFTER THIS NOTICE IS PUBLISHED IN FedBizOpps - 10 Sept 2002; REQUESTS FOR HARD COPIES OF THIS SOLICITATION WILL NOT BE ACCEPTED.
