- Description
- The U.S. EPA National Center for Environmental Assessment, located in Research Triangle Park, NC, intends to negotiate on a sole source basis with Toxicology Excellence for Risk Assessment (TERA) under the authority of FAR Part 6.302-1 to provide a report entitled "Animal Physiological Parameters in Developing Adult rats and Mice" as a follow-up to contract #2C-R131-NTNA. Additional information needs to be analyzed and relevant data extracted from about 250 studies to be compiled into the final report. For another source to accurately and thoroughly accomplish these tasks would require reassembly and reassessing the informational database thereby expending hours and monies in a duplicated manner as well as delaying the delivery of the final product. This notice is not a request for quotations. EPA source research indicates TERA is the only source able to satisfy the Government's requirements. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of complying with the Statement of Work. Such documentation must be submitted within 15 days of electronic posting of this notice, which will expire at 12:00 PM EST, Thursday, September 5, 2002. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541620. The anticipated award date is September 10, 2002.
