- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number is N68936-02-T-0242 and is a request for quotation (RFQ). Award will be issued under the authority of the test program for commercial items (FAR 13.5). Quotes are due at 1600 (4:00 pm) Local Time on the 22nd September 2002 at Code 210000D, Building 02483, 1 Administration Circle, Naval Air Warfare Center, Weapons Division, China Lake, CA 93555-6100. Electronic quotes are acceptable. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2001-07. The FAR provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Please note paragraph (b) (4) requires a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. Contractor is to include any information regarding their standard commercial warranty in their quote. The FAR provision at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial items, with their quote. The Government will be using "best value" procurement methods. This will include technical - meeting all specified requirements and past performance information, include reliability performance information. The following Evaluation applies to this acquisition: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: (i) The technical capability of the item offered to meet the Government requirement (ii) price; (iii) past performance (including reliability & delivery past performance). This procurement is Full and Open competition, unrestricted. The applicable NAICS code is 334112 with a small business size standard of 1,000 employees. The Naval Air Warfare Center Weapons division intends to procure a Firm Fixed Price Indefinite delivery, Indefinite quantity contract for harddrives. Oral ordering will be used in the resultant contract with payments made via Government credit card. The resulting contract will be valid from award thru 30 Sept 2005. The Hard Drives shall have the following configuration: ALL shall have a mean time between failure of no less than 800,000 hours. All shall have a size of 1" high x 4" wide x 5.75" deep. All shall have a weight of no more than 1.5 pounds. ALL shall have an average latency (in ms) of 4.17. ALL shall have an RPM speed of 7200. CLIN 0001: 18 GB, seek time (ms) of 8.5, with Ultra160 SCSI (80 pin) interface. Maximum quantity of 2160. CLIN 0002: 9 GB, seek time (ms) of 5.9, with Ultra160 SCSI (80 pin) interface. Maximum quantity of 2880. CLIN 0003: 9 GB, seek time (ms) of 6, with Ultra SCSI (50 pin) interface. Maximum quantity of 480. CLIN 0004: 18 GB, seek time (ms) of 6.8 with Ultra160 SCSI (68 pin). Delivery FOB DESTINATION to Code 413300D, Naval Air Warfare Center Weapons Division China Lake, CA, 93555-6100 is required within 48 hours after applicable oral order or email order is issued. All responsible sources may submit a quotation that shall be considered by the agency.
