Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. Solicitation number F2J21222270100 is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-08. This requirement is set aside for small businesses. The North American Industry Classification System (NAICS) code for this acquisition is 235310, and the small business size standard is $12.0. The government intends to issue a purchase order for uninterruptible power for Building 515, critical loads. The contractor will be responsible for all materials, labor and special tools to accomplish modifying the existing Liebert Power conditioners and the distribution of power from them to upgrade this system from conditioned power to uninterrupted power for the critical loads. This will include, but not be limited to the following: (1) Provide new batteries and racks to provide for 30 minutes of backup for 225 KVA of critical load. (2) Disconnect, relocate, and reinstall Opalport Battery monitor in 3J UPS room which is no longer used. (3) Provide new 800 amp, 208V, output distribution panelbaord, and connect to the new UPS distribution. (4) Reconfigure existing conditioned power distribution to place the critical loads on the new UPS distribution panelboard. (5) Provide and install a new 800 amp circuit breaker to feed the new configuration. (6) Remove / relocate / modify the existing Liebert Power conditioners as required. Please acknowledge all requirements on quotations. Please indicate FOB destination on quote. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. The provision at FAR 52.212-2, Evaluation?Commercial Items, applies to this acquisition. Evaluation will be based on best value including cost and ability to meet requirements. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certification--Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (which includes: 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans (38 U.S.C. 4212); 52.222-36, Affirmative Action for Handicapped Workers (29 U.S.C. 793); 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); 52.222-41, Service Contract Act of 1965, As Amended (41 U.S.C. 351, et seq.) (Applicable to Service Contracts only); 52.222-42, Statement of Equivalent Rates for Federal Hires (29 U.S.C. 206 and 41 U.S.C. 351, et seq.) (Applicable to Service Contracts only)) applies to this acquisition. The clause at DFAR 252.204-7004 Required Central Contracting Registration applies to this and all future acquisitions.
