- This notice is for the purpose of Market Research. We are soliciting inputs from industry for the follow-on contract to the Launch Operations & Support Contract. This solicitation will require the contractor to provide all personnel, equipment, tools, materials, supervision to perform management, maintenance, repair, upgrade, demolition, engineering operation and on-site support service for the Western Range launch, operation, and test facilities, infrastructure and equipment. We are posting in the Bidder's Library on this website listings of equipment and facilities that identifies location, size, type, year installed/constructed, and other information on these items under the control of Vandenberg AFB. We are also posting Preventive Maintenance Work Instructions currently being used on our LO&SC contract for such items as HVAC, generators, boilers, cathodic protection, cranes & hoists as well as other equipment. We are also posting Interim Work Information Management System (IWIMS) data showing recurring work and frequencies, and work orders status as of 15 Aug 02. All of this data is provided to give the potential bidders the information necessary to provide a Firm Fixed Priced bid for the Operation & Maintenance (O&M) CLIN. We anticipate two cost reimbursable CLIN's, one for repair labor and the second for material to support operations and maintenance, corrosion control and facility/equipment repair. Work Requests will be separately priced as requirements dictate during the contract's period of performance. We plan to break down the number of launches so you may price different quantities, 0-9 launches, 10 - 15 launches, and 16-21 launches. The draft Statement of Work will also be posted for your comments. This market research is to determine j what commercial capability exists and how is it performed, and to what standards, Industry? OEM? Etc., and k are there commercial performance specifications available? Please review the posted data and the Statement of Work and let us know if you have enough information to provide a Firm Fixed price for the O&M.
