- This is a Notice of Intent to award a sole-source contract for estimated value of services to ACT, Inc., to provide administration of the Foreign Service Written Exam, and all the complexities associated with it therein. Tasks include but are not limited to the following: Development of job knowledge, English expression, candidate writing sample, specified non-cognitive components of the Foreign Service Written Exam, Pilot test, study guide for the Foreign Service Written Exam, content-related validation plan, registration, administration, scoring and reporting of result of the exam (providing statistical and demographic data), development of detailed and integrated timetables for processes related to the Foreign Service Written Exam, supplying the Department of State with professional and technical services and produce deliverables that will satisfy legal and professional standards, under the authority of FAR 6.302. This is NOT a request for competitive proposals. No formal solicitation will be issued. A determination by the Department of State NOT to compete this proposed contract is solely within the discretion of the Department of State. Firms possessing the qualifications to respond to this requirement as described above may identify their interest by submitting their response to the contracting officer via email only NLT August 30, 2002.
