- This special notice is issued to advise prospective offerors of the upcoming Test Operations Contract (TOC) acquisition for the John C. Stennis Space Center (SSC) and Marshall Space Flight Center (MSFC). SSC and MSFC continue to pursue methods to improve the efficiency and effectiveness of the acquisition process. This special notice, along with the draft performance-based Statement of Work (SOW), is being posted to provide all interested parties an opportunity to understand the content of the draft SOW and allow early decision making on industry's part to determine its interest and ability to propose on the acquisition. In the spirit of encouraging industry input, comments and suggestions will be accepted on or before September 13, 2002 in accordance with information contained in the draft SOW cover page.
