Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice and following the simplified acquisition procedures in FAR part 13.5. This announcement constitutes the only solicitation: proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number 6TSA-02-JMT-0207 is being issued as a request for proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-14. This procurement is for the following: CLIN 1: Document Archiving Management System to include software for 20 users, installation, training and maintenance as outlined below: The Walter Reed Army Institute of Research, Silver Spring, MD, has a requirement for a document archiving and management system. The system will provide the Institute an electronic means for archiving and retrieving administrative, scientific research and medical data. The data must be stored in a manner that ensures the original document cannot be manipulated, provide version control and meet Food and Drug Administrations validation requirements for electronic systems as defined in part 11 CFR 21. The system must also provide for audit tracking of all access to file per HIPPA requirements. The system must provide security updates meeting both part 11 CFR and HIPPA as requirements change. The system must operate on a Windows 2000 server and be capable of upgrading to the next operating system within one year of Microsoft release of a new operating system. The application software must support operating security enhancements within 30 days of security patch release. The system must integrate government owned Fujitsu M4097D monochrome scanners and Fujitsu 3091 DC color scanners as input devices. The system must accept Word, Excel, Power Point, Microsoft Outlook files, and form flow files direct from the network. The system must be able to connect to the Walter Reed Army Institute of Research network and meet DOD computer security standards. The system will be operated on a Dell Poweredge 2500 or greater connected to a Compaq storage area network with future expansion to a network attached storage device. The government?s intent is to purchase the document management system with 20 concurrent users, the database software with unlimited users, installation and integration of government equipment, twenty-four (24) hours of on-site training, and on years software support which includes all upgrades and telephone/remote access support. Please include all requirements on quotations. No partial quotes. Indicate FOB destination on quote (shipping included in price). The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Evaluation is based on best value including past performance, cost and ability to meet service requirements. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. In addition to the guidance contained in FAR 52.212-4, contractors shall submit proof of delivery with their invoices. Proof of delivery may be in the form of a bill of lading or other shipping document signed by the receiving office. Invoices received without proof of delivery will not be accepted. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
