Description
GSA, FSS intends to establish a "not to exceed" one year Standing Price Quote (SPQ) for two National Stock Numbers in the 5120 Federal Supply Class. The NSN's are listed below with a "estimated" one year quantity, the description and the procurement history. The estimates stated below are only "estimates" based on the last three years demand. The period of the Standing Price Quote will be on or about August 26, 2002, and could last for one month or up to one year - but will not exceed one year. This NSN is part of the GSA's Stock Program. All offers are to be FOB destination, with delivery in 30 days or less and a minimum order of $50.00. In addition to the clauses that accompany all purchase orders issued from GSA, the following clauses also apply; 552.225-70 Notice of Procurement Restriction - Hand or Measuring Tools (which states all items must be domestic made), D-FSS-475 Bar Coding, and 552.246-70 Source Inspection. Award will be based on responsiveness to this RFQ and the lowest price to the government. Please "note" a 2-year Requirements contract with 3 one-year options will be issued for these NSN in the very near future. Item 1 - 5130 00 283 3231 - UI: EA - Estimated one-year quantity 300 - Procurement History Supply Depot Inc. $102.12 - DRILL, ELECTRIC, PORTABLE - This technical description covers a hand guided, double insulated and/or 3-wire grounded, dielectric housing, portable electric drill designed for standard duty industrial and construction use. General design and construction - The drill shall be complete so that when connected to the specified source of power, they can be used for any operation for which they were designed. All materials used in the fabrication of the double-insulated electric drill shall be new and of the quality necessary to produce drills to meet the requirements of this technical description. Electrical materials and components shall conform to the Underwriters Laboratories (UL), Inc., Standard No. 45. Housing - The drill housing shall be of dielectric material that will totally insulate the operator from the current carrying parts of the tool and from the spindle it made live by an external source or a broken or chafed conductor inside the drill. Interchangeability - All parts from the same manufacturer shall be manufactured to such standards as will permit replacement or adjustment without modification of the parts or drill Switch - The drill shall be provided with a conveniently located switch of the quick break design for turning the motor "OFF" and "ON". The switch shall be encased in high dielectric insulating material and shall comply with UL 45 requirements for switches in double insulated tools. The inclusion of a locking device or similar means for holding the switch in the "ON" position shall be at the option of the contractor. The switch shall have a current rating of not less than the rated load of the drill and shall be capable of interrupting stalled motor current at rated voltage for 50 consecutive contacts at 10 second intervals without sticking or burning the contacts. Wiring, cord, and plug cap - All wiring and flexible cord shall be in accordance with UL 45. The cord shall have an attachment plug cap and unless otherwise specified in the ordering data, shall have a minimum free length of 8 feet measured from point of entry into the drill. The drill shall comply with the following performance and design requirements: Variable Speed Reversible (VSR) Chuck capacity - 1/2" three-jaw keyed chuck. Drilling capacity (Wood) - 1-3/4 inch Drilling capacity (Steel) - 1/2 inch Handles style - Pistol grip and removable auxiliary side handle. Rated voltage and frequency - 120 volts, AC; 60 Hertz. Rated current - 6.0 amperes maximum, AC only. No load speed (Maximum) - 800 RPM Gearing - Heavy duty 3-stage gear reduction The drill shall be furnished with an instruction manual in accordance with the applicable requirements of UL 45. Each drill shall be furnished with such maintenance tools and extra parts as normally furnished commercially. Quality Assurance: Product Conformance - The product offered shall meet the salient characteristics of this technical description, and conform to the producer's own drawings, specifications, standards, and quality assurance practices and be the same as the product offered for sale in the commercial marketplace. When specific quality assurance provisions are specified for any commercial characteristic the contractor shall maintain records resulting from his inspection(s) conducted according to the specific quality assurance provisions. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided under the provisions of the contract. The government reserves the right to audit the contractor's quality assurance records. Market Acceptability - No item of equipment offered under this technical description shall be acceptable unless the manufacturer has marketed equipment of the same size and type in a commercial environment for a minimum period of one year. Equipment installed for test purposes in a manufacturer's plant or test EXCEPTION(S) TO TECHNICAL DOCUMENT In addition to any marking requirements specified, the state or country of manufacture shall be specified on the UL label(s) or shall be engraved, etched, molded or indented (stamped) directly on the surface of the item(s) including accessories having the UL label(s) in such a manner that it remains clearly legible throughout the life of the item(s). Item 2 - 5130-00-807-3009 UI: EA Estimated one-year quantity 450 Procurement History Kipper Tool $113.87 DRILL, ELECTRIC, PORTABLE: The electric drill covered by this specification is a compact portable tool with universal motor for operation using 115 volt DC and 115 volts 25 to 60 cycles AC. This drill is used for light duty drilling and intermittent heavy duty drilling. Salient Characteristics: General design and construction - The design shall be such as to provide convenient and safe operation. The drill shall be double insulated or have a power cord with a grounded conductor connected to a ground plug (e.g. 3-prong). All materials used in the fabrication of this drill shall be new. The drill shall be complete so that when connected to the specified power source it can be used for its designed operation. Interchangeability - All parts having the same manufacturer's number shall be manufactured to such standards that will permit replacement or adjustment without modification of the electric drill. Motor - The motor shall be universal, series wound or compensated series wound designed to operate on either 120 volt (+,- 10 percent) direct current (DC), or 120-volt (+,- 6 percent), single-phase, 25-60 cycle, alternating current (AC). The motor shall conform to the requirements of UL 45. Switch - Each drill shall be provided with a convenient located switch for turning the current of the motor "OFF" and "ON". The drills shall be furnished with non-locking switches with an instant release. The drill may be furnished with single or double pole switches. The switches shall comply with the requirements of UL 45. Wiring, cord, and plug cap - The wiring, flexible cord, and attachment plug cap shall be in accordance with UL 45, as applicable. The cord shall have an attachment plug cap and unless otherwise specified in the ordering data, shall have a minimum free length of 8 feet measured from point of entry into the drill. The attachment plug cap shall comply with UL 45 requirements for two-pole, three-wire grounding devices rated 15 amperes at 125 volts. NEMA - Motors shall conform to National Electrical Manufacturers Association (NEMA) Publication No. MG-1. UL - All electrical components including motors, switches, and wiring shall conform to the applicable requirements of UL-45. Each drill shall bear and identification plate in accordance with the applicable requirements of UL-45. Unless otherwise specified, each drill shall be furnished with an instruction manual in accordance with the applicable requirements of UL-45. The drill shall comply with the following design and performance requirements: Medium Speed Drill, Non-reversible Standard Duty Style - 90-degree angle drive Handle Style - Body Grip Drive End Type - Keyed Jaw Chuck Chuck Capacity - 3/8-inch minimum Weight without cord - 4.0 pounds maximum Length Overall - 10.5 inches maximum Spindle RPMS @ No-load - 2500 maximum Spindle RPMS @ Rated Load - **1000 - 1600 Rated Load Amps @ 120 Volts AC - 1.3 Amps minimum Torque @ Spindle Shaft - 0.3 foot-pounds minimum at Rated Load Stall Torque @ Spindle Shaft - 1.5 foot-pounds minimum **Note: The rated load speed shall in no case be less than 55 percent of the rated no load speed. Electromagnetic interference suppression - Not included. Accessory equipment - All drills shall be supplied with such maintenance tools, accessories, and extra parts as normally furnished commercially. Carrying case - Each drill shall be furnished with a durable carrying case of sufficient size and strength to contain the drill, maintenance tools, and accessories. Order of precedence - In the event of a conflict between the text of this purchase description and the referenced documents cited herein, the text of this technical description shall take precedence. No reference in this technical description, shall supersede applicable laws and regulations unless a specific exemption has been obtained. Metric product - Products manufactured to metric (SI) dimensions shall be considered on an equal basis with those manufactured using inch-pound units of measure, provided they fall within the specified tolerances using conversion tables contained in the latest revision of ASTM E380, Standard Practice for Use of the International System of Units (SI), and all other requirements of this technical description are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in inch-pound units, a request should be made to the contracting officer to determine if the product is acceptable. Regulatory Requirements: Occupational Safety - Electrical drills shall conform to Occupational Safety and Health Act (OSHA), 29 CFR 1910. Quality Assurance Provisions: Product conformance - The product offered shall meet the salient characteristics of this technical description, and conform to the producer's own drawings, specifications, standards, and quality assurance practices and be the same as the product offered for sale in the commercial market place. When specific quality assurance provisions are specified for any commercial characteristic the contractor shall maintain records resulting from his inspection(s) conducted according to the specific quality assurance provisions. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided under the provisions of the contract. The government reserves the right to audit the contractor's quality assurance records. THE FOLLOWING APPLYS TO BOTH ITEMS - ITEM MARKING - Each item (including all items within a set or kit) shall be marked with the manufacturer's name and identifying symbol, and the state or country of manufacture, unless otherwise specified. All marking shall be engraved, etched, molded, or indented.- PACKAGING One (1) item shall be preserved and packaged in a unit package designed to protect the item against damage during shipment, handling, and storage. PACKING The unit packages shall be packed in a close fitting fiberboard box in compliance with the Uniform Freight Classification and the National Motor Freight Classification requirements of Rules, Item 222, Sec. 3., Minimum 200 or ECT 32. MARKING All unit, intermediate, transport packages and unit loads shall be marked and bar coded for delivery to civilian activities in accordance with FED-STD-123G, dated June 6, 1997, or marked and bar coded for delivery to military activities in accordance with MIL-STD-129N, dated 15 May 1997, as applicable. PALLETIZATION Pallet Configuration: The pallets shall be 48-inch length x 40-inch width, general purpose, four-way entry, flush stringer, double-face non-reversible pallets. Pallet lumber used shall be bark free. Pallet Load Size: The load plus the pallet shall have a maximum height of 53 inches and shall not exceed 2500 pounds in weight. Pallet Load Configuration: The containers or items shall be placed in a suitable pattern to form a stable and balanced load. Palletized loads shall be secured to the pallet to insure that the load arrives intact. Stacking Strength: The pallet plus the load shall be capable of supporting three additional like loads without any product damage and without the load or the pallet collapsing. Vertical, horizontal, or filler reinforcement may be added as necessary to provide strength. Partial Palletized Loads: Less than one-half pallet loads shall not be used for stacking, unless load is balanced on pallet. The partial palletized load shall be used for top loading only.
