This announcement corrects the July 29, 2002 Announcement No. E8757020240 which states that the Brandy Creek Wastewater Treatment Plant Replacement Project at Whiskeytown National Recreation Area will be issued as N8757020240. The correct solicitation number for this project is N8757020729, and it is currently available at the Department of Interior's website http://IDEASec.nbc.gov. The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) website, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available only at the NBC web site. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. Title of this project is Brandy Creek Wastewater Treatment Plant Replacement, Whiskeytown National Recreation Area, CA. A Site Visit is scheduled for August 21, 2002 at 10 am in the Whiskeytown National Recreation Area Headquarters Parking Lot, CA. The successful contractor will be required to perform general construction of a wastewater treatment plant in the Brandy Creek Area including but not limited to hypoclorite system, flow measurement vault, operations building sump pump, underground spetic tanks, recirculating sand filter system and demolition of the exisitng wastwater treatment plant, pilot plant building and humus ponds. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability and past performance, Factor 1, in comparison to its price, Factor 2, with approximately equal emphasis given to Factors 1 and 2. The contractor whose proposal offers the best value to the government will be selected. Factor 1 is broken down into two parts: (a) experience and (b) past performance with each part given equal emphasis. As part of experience, proposers must submit names and experience of key personnel proposed for this project. Proposers must demonstrate their ability within the past five years to construct a wastewater treatment plant and perform construction project in remote locations. Provide detailed descriptions, and references demonstrating your ability to successfully implement similar construction projects in remote locations. As part of past performance, proposers shall provide a list of customers names/points of contact and telephone numbers. Project completion date will be 180 days after notice to proceed. The construction cost range is between $250,000 and $500,000. Requests for Proposal, are available on the Department of Interior's website at http://IDEASec.nbc.gov. Submission date for offers will be approximately 30 days after issuance of the Request for Proposal; refer to the actual Request for Proposal. The applicable North American Industry Classification System (NAICS) Code is 234990. THIS PROCUREMENT IS SET ASIDE FOR HUB ZONE FIRMS.
