Description
NA U. S. Army Corps of Engineers, Portland District, Contracting Division, CENWP-CT-S, PO Box 2946, (Zip 97208) 333 SW 1st Avenue, (Zip 97204) Portland, Oregon. POC: Anita R. Simpkins, Contract Specialist, 503-808-4620, and Facsimile 503-808-4605. Description: The information below covers the technical specifications required to replace the turbine runners at the Cougar Dam powerhouse. Cougar Dam is located approximately 60 miles east of Eugene, Oregon. The address for Cougar Dam is Blue River Ore gon. This list is a general summary of the required and optional work and is not all-inclusive. MECHANICAL WORK - The Contractor shall perform the following in accordance with specifications and information drawings (1) Perform hydraulic turbine physical model tests; (2) Disassemble two generating units by removing all rotating ad moving components and related interferences; (3) Perform inspection on components disassembled, and survey the unit and components for damage and make recommendations for replac ement or repair; (4) Rehabilitate or replace miscellaneous turbine mechanical components, such as the wicket gate operating mechanism, turbine shaft sleeve, vacuum breaker valve, shaft packing box; (5) Re-tube and refurbish turbine guide bearing, and gener ator thrust and guide bearing oil cooling coil assemblies; (6) Line bore head cover and bottom ring wicket gate bushing housings together at an off-site facility; (7) Design, manufacture, shop test and prepare and load for shipment, deliver f.o.b. destinat ion, and unload, install and field test two generator thrust bearing high lift pump systems and modify existing equipment as required; (8) Remove bulge in draft steel tube liner, and repair and replace damaged concrete below liner, if directed; (9) Inspec t and repair surface area around net head, Winter-Kennedy and Gibson Section piezometer taps, if directed; (10) Perform water passage cavitation repair, and water passage and non-water passage component crack repair, if directed; (11) Refurbish generator t hrust bearing, and generator and turbine guide bearings; (12) Prepare for installation of miscellaneous Government furnished property, such as generator thrust bearing, and generator and turbine guide bearings, if directed; (13) Dispose of items to be repl aced or discarded; (14) Reassemble two generating units with two new Francis turbine runners and other rehabilitated and replacement components; (15) Perform field tests and operational tests on two generating units; (16) Replace generators air cooling sy stems; and (17) Provide generator thrust bearing high lift pump system. ELECTRICAL WORK - Design, manufacture, shop test, prepare and load for shipment, deliver f.o.b. destination, and unload complete set of stator coils and accessories for two units and stator core and clamping system for two units; (a) Remove old coils and winding assemblies from the stators of two units. Clean and test the stator core of one unit and replace the stator core and clamping system of two units. Prepare the stators for new windings. Install and test the new stators and windings; (b) Furnish spare coils and accessories, spare RTDs, and spare stator laminations; (c) Inspect, clean, and test the rotor and field poles on one unit. Inspect and clean rotor, reinsulate all field poles of two units, factory and field test reinsulated poles; and (2) Perform minor electrical work associated with the turbine rehabilitation or generator rewinds such as replacement of miscellaneous electrical conduit, fitting cables, and wiring. STRUCT URAL SITE AND MISCELLANEOUS WORK - (1) Perform all work required to comply with the site operations, environmental protection, and safety and health provisions; (2) Perform all work required to comply with asbestos abatement removal and disposal; (3) Perfo rm all work required to comply with lead-based paint removal and disposal; (4) Provide minor concrete and grout work for miscellaneous equipment mounting and anchoring ladders and man doors; and (5) Perform all work required for painting, miscellaneous welding, machinist, electrician and other skilled craftsman hire. This proposal, DACW57-02-R-0022, is open to both large and small size business concerns. The small busine ss size standard for which is a concern, including all affiliates, with 750 employees or less.
