Description
NA Enhanced Bandwidth Efficient Modem (E-BEM). Solicitation Number DAAB07-02-R-A764, a competitive solicitation, will be issued that will result in an eight (8) year Firm-fixed Price (FFP) and Time and Material (T&M), IDIQ contract. This contract will provi de for the purchase of modems, spares, training and maintenance. The EBEM must be available for Teleport?s Generation One- Initial Operational Capability 2 (GEN 1 IOC 2) in FY 04, and be available to support the second site of Gapfiller at Wahiawa, Hawaii by 1st QTR FY 05. Currently there are a number of commercially available modems that meet the various requirements of E-BEM. However, there is no single modem in a single package that meets all the E-BEM requirements. Therefore, a Non-Developmental Item (NDI) effort is required to repackage these various commercial capabilities into a single package and conduct a First Article Test (FAT) to validate the repackaging effort. The E-BEM is a commercial state-of-the-art modem that is capable of interfacing with military baseband systems that operate over military Defense Satellite Communications System (DSCS), Wideband Gapfiller System (WGS)) and commercial satellite communicatio ns systems. These systems are available to the National Command Authority and Department of Defense (DoD) and are integral components of the Global Information Systems Network (DISN). The E-BEM will provide and support data transmission characteristics t hat allow the deployed Warfighter to gain access to critical DISN services such as intelligence data, secure voice, data and video as well as command and control information. The E-BEM contract will also provide a tactical variant that will be used on Nav y ships with potential use for ground mobile users of satellite communications. The E-BEM will be a MIL-STD-188-165A compliant DoD communications modem; its design will incorporate leading edge commercial technologies that proliferate Warfighter communica tions. It is intended that the E-BEM become the modem standard of strategic fixed stations, Navy ships and Teleport WGS sites. The modem will satisfy user requirements by efficiently increasing satellite communications through-put, this increase will meet the de mands required by Teleport and WGS sites. The modem interfaces shall support legacy MIL-STD-188-164 Terminal Types A and B that are compliant with open systems standards such as Level 5 of the Defense Information Infrastructure Framework for Information M anagement (TAFIM), Joint Technical Architecture (JTA), and DoD Directive 5200.28 Security Requirements for ADP systems. The design capabilities of these modems will take advantage of current and future technologies, while continuing to ensure backward compatibility with legacy OM-73 and other Government owned COTS Binary Phase Shift Key (BPSK), Quad Phase Shift Key (QPSK), Offset Quad Phase Shift Key (OQPSK), and INTELSAT compatible Eight (8)- Phase Shift Key modems. The E-BEM Modem will incorporate turbo product codes (TPC), higher order modulation modes and support data rates from 64 Kbps to 52 Mbps. Items provided will be produced IAW the SOW and the Performance Specification. The pricing will be in ranged quantities as specified in the solicitation. Cost as an Independent Variable (CAIV) will be implemented on the Strategic E-BEM and the Tactical Variant. The Guaranteed Buy will include Strategic E-BEM, which includes NDI, NRE, FAT- NRE, all CDRLs, twenty (21) FAT modem units and three (3) spare modem units. The Tactical Variant E-BEM includes NDI, NRE, FAT- NRE, all CDRLS and addendums, ten (10) FAT modem units and two (2) spares. The contract will be based on the best value to the Government to be determined under Source Selection Procedures. The Government anticipates issuing the final solicitation on or about 26 August 2002 on the US Army Communications and Electronics Command (CECOM) Interagency Interactive Business Opportunities Page (IBOP) web sit e (https://abop.monmouth.army.mil). All parties interested in doing business with CECOM are invited to access, operate, send and receive information from the IBOP. It is the offeror's responsibility to monitor this site for release of the solicitation an d any subsequent amendments or information. The Department of Defense requires all contractors to be registered in the Central Contractor Register (CCR) to receive contract award or payment. See note 26.
