Description

NA Repair/Recapitalization of Ground Support Equipment (GSE) for the PATRIOT Missile System. This action is to procure by other than full and open competition, depot level diagnosis, repair, and recapitalization of contractor supported PATRIOT assemblies and subassemblies. Authority Cited: Statutory Authority Permitting Other Than Full and Open Competition for this requirement is 10 U.S.C.2304 (c ) (1), as implemented by paragraph 6.402-1 of the Federal Acquisition Regulation entitled ?Only one responsible s ource and no other supplies or services will satisfy agency requirement?, Ref #Note 22. This action is sole source to Raytheon Systems Company, 180 Hartwell Road, Bedford, MA 01730. Raytheon Company is the actual manufacturer and the only source known wi th the expertise, knowledge, technical data package (TDP) and special inspection equipment (SIE) required to diagnose and repair these items. Raytheon Company will provide the services and supplies required to repair certain assemblies and subassemblies, a nd repair and recapitalize other assemblies to a near zero hours, zero miles condition, as required by the Government. The proposed contract is Cost-Plus-Incentive-Fee (CPIF), which will cover repair/recapitalization for a period of a base year and four option years. The contractor must be capable of performing diagnostics, repairing, and recaptilizing all packages/parts without exception. The entire requirement of 66 assemblies/subassemblies is available upon written request data faxed to (717) 267-9834 or e-mailed to lmcclure@emh1.lead.army.mil, ATTN: Ms. Lark McClure. The solicitation will be available for release no earlier than 1 Oct 02. Interested firms should submit written qualifications. All qualified, responsible, sources may submit an offer, which will be considered.
