Description
This is a unrestricted procurement and open to small and large business concerns. If this acquisition is awarded to other than a small business concern, a subcontracting plan shall be submitted to the VA Contracting Officer for approval by the Office of Small Disadvantaged Business Utilization prior to award. The subcontracting goals to be used are: 40% small business 5% women-owned small business 10% small disadvantaged business 3% hubzone small business 3% service connected disabled veteran-owned 7% veteran-owned small business The VA Pittsburgh Healthcare System is seeking professional qualified responsive/responsible ambulance companies to provide ground ambulance emergency service to veteran patients/beneficiaries at three (3) VA facilities in the Pittsburgh area. Contractor must provide emergency response in advanced life support (ALS) and/or basic life support (BLS) vehicles. Contractor must comply with all licensing and other applicable requirements of federal, state, and local government regarding the operation of patient transport ambulance service. Ambulance company must have a base of operation physically located in the Pittsburgh area and maintained residency for a minimum period of three (3) years. The North American Industrial Classification System (NAICS) is 62191. Size standard is $5.0M. Period of performance is for one base year (10/1/02 - 9/30/03) and two (2) one year renewals. Renewals are at the Government's option. All interested parties shall submit a written response indicating they are either a small or large business concern to the attention of Mr. J. E. Regan, Contracting Officer (04A1-H). All qualified responsive/responsible offerors may submit a proposal which if timely received shall be considered by the agency. No telephone request will be honored. A pre-bid conference is scheduled for Monday, August 26, 2002 @ 9:00AM, Building #4, Room #373-E at the Highland Drive facility. All interested parties are encouraged to attend. Proposals are due Friday, September 13, 2002, @ 10:00AM. Award is subject to the availability of funds for fiscal year 03.
