Description
17. This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number is issued as a Notice of Intent (NOI2094). The solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-08. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole source basis using Simplified Acquisition procedures with BD Biosciences the following Monoclonal Antibodies: 1) PE Custom Conjugation- Anti-Mouse CD3 Qty 9; 2) PERCP Custom Conjugation-Anti-Mouse CD4, Qty 18; 3) APC Custom Conjugation-Anti-Mouse CD8A, Qty 36; 4) Custom NA/LE Antibody-Anti-Mouse CD28, Qty 12; 5) Custom NA/LE Antibody-Anti-Mouse CD49D, Qty 12; 6) Custom Purified Antibody-Anti-Mouse CD16/CD32, Qty 45; 7) FITC Custom Conjugation-Anti-Mouse IFN-G, Qty 45; 8) FITC Custom Conjugation-Anti-Mouse TNF-A, Qty 22.8; 9) FITC Custom Conjugation-Anti-Mouse IL-2, Qty 45. Our laboratory has been using the specific monoclonal antibodies from BD Bioscience for years. Their high quality products do not only provide us the essential element of the valuable intracellular flow assay, but more importantly, they can provide us the same consistent high quality specific monoclonal antibodies. Such consistency is essential for analysis data between different experiments at different times, and this intrinsic consistency cannot be replaced easily by other companies products. Therefore, we must maintain the continuity of antibodies to insure experimental results are not influenced by new variables and to avoid delays in testing products from other suppliers, changing vendors now would compromise results. Project # Z5001, Title: ?Clinical research protocol application: Observation study of Virologic and immunologic correlates of progression and disease in HIV?. This is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this acquisition is 325414 and the Small Business Standard Size is 500 employees. The purpose of this requirement is to develop a vaccine for HIV, Ebola and other viral diseases. Making different mutations of viral proteins is critical in the vaccine development. Period of Performance October 1, 2002 to September 30, 2003. A firm fixed-price purchase order is anticipated to result from the award of this solicitation. The place of delivery is Bethesda, Md. And the FOB is destination. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commerical Items; FAR 52.212.3 Offeror Representations and Certifications Commercial Items; FAR 52.212.4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Status or Executive Orders Commercials Items; and FAR 52.225-3 Buy American Act. A completed copy of provisions at FAR 52.212-3 Offerors Respresentation and Certifications Commercial Items must be included. Copies of the aforementioned clauses are available upon request. Any response to the NOI must be mailed to the Point of Contact indicated below. Offers must be submitted no later than 5:00 P.M. Eastern Daylight Time (EDT), September 13, 2002.
