Description
The National Oceanic and Atmospheric Administration (NOAA), Air Resources Laboratory (ARL) is issuing notice of intent to negotiate a sole source procurement with Dr. James Angell to provide services to monitor and analyze global atmospheric temperature and ozone, and other climate variables. The Contractor shall: develop and make available related datasets; provide regular status reports and prepare research papers for publication of new results as warranted and; provide guidance to the development and evaluation of new Radiosonde Atmospheric Temperature Products for Assessing Climate. The proposed contract period of performance is October 1, 2002 through September 30, 2003 with two one-year option periods. Dr. Angell has monitored the Quasi-biennial since 1954, global temperature and ozone since 1958, and the polar vortex since 1963. Continuation of the monitoring by this individual ensures compatibility and consistency in these widely used and quoted datasets. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by August 22, 2002. Written requests may be faxed to (757) 441-3786. Telephone requests will not be accepted. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
