- Point of Contact: Ray Buyson, Data Analyst, Tri-Service Regional Business Office, TRICARE Regions 9 & 10, San Diego, CA. Telephone: (619) 532-8519. Potential sources sought to participate in the regional standardization of Safety Scalpels TRICARE Regions 9 and 10, a military integrated delivery network (IDN), comprised of Army, Navy and Air Force medical treatment centers in California, is announcing again its plan to standardize and establish a single source Regional Incentive Agreement for Safety Scalpels. If your company currently holds a Distribution and Pricing Agreement (DAPA) with the Defense Supply Center-Philadelphia (DSCP) for Safety Scalpels, your company is eligible to participate in the standardization process.
