- NA The U.S. Army Tank-automotive and Armaments Command Warren, Michigan is seeking a utility service provider to assume ownership, operation and maintenance of the potable water distribution system and wastewater collection systems. The Offeror shall furnish all necessary labor, management, supervision, permits, equipment, supplies, materials, transportation, and anyother incidental services for the complete ownership, operation , maintenance, repair, upgrades and improvement to both of these utility systems. Selection of an Offeror will be based on the best value determination consisten with the evaluation factors described in Section M, Evalaution Factors for Award. The desired goal of this conveyance is to tranfer all rights, title and interest of the Unit ed States in and to the potable water and wastewater utility systems located on Detroit. The Government will only acquire utility services if it conveys the related utility system(s). The Government can only convey the utility system(s) if it determines the (1) the lont-term economic benefit of the conveyance to the Untilted STates exceeds the long-term economic cost of the convewyance to the Untied States, and (2) the conveyance will reduce the long-term costs of the Untied States for utility servces pro vided by the utility system concerned.
