Description
The Department of Veterans Affairs Medical Center, Charleston SC intends to negotiate with Control Management, Inc. on a sole source basis for the procurement of the Siemens Building Technology Landis System to upgrade the present system that is being utilized at the Charleston VA Medical Center. Control Management, Inc. states that they are the solely authorized supplier of this system within the state of South Carolina. The installation of this system will require the contractor to provide the VA drawings of the proposed system and work will include; programming, design, site-work, site preparation, and assembling of a replacement Siemens System Apogee Controls System which will replace an obsolete control systems on the HVAC system and control plant, also included is the routing of conduit, control wiring and LAN that connects to the Medical Center EMCS (energy management control system) in the boiler plant, connecting of control wiring to existing actuators of equipment programming, project management, engineering and new graphics on the existing EMCS system. This system will be interfaced with other Siemens control systems through out the Medical Center, making it one consolidated system that can be accessed by computer to identify different alarms, make changes to the operations of equipment throughout the Medical Center in order to provide energy savings. Any offeror purporting to be able to furnish and install this system may submit a written response demonstrating the ability to supply and install the equipment required in this announcement by August 27, 2002.
