- Description
- The Department of Health and Human Services (DHHS); Substance Abuse and Mental Health Services Administration; Center for Mental Health Services; Special Programs Development Branch through the Program Support Center, Division of Acquisition management, is seeking quotes to secure services to Promote Mental Health and Prevent Mental and Behavioral Disorders through Regional Networks. This acquisition is set-aside for competition restricted to small business concerns. The purpose of this requirement is to develop and/or further mental health promotion and mental illness prevention activities that encompass a whole region, as defined by the U.S. Department of Health and Human Services. The HHS Region Map may be accessed electronically at: http://www.hhs.gov/about/regionmap.html The objectives are to: 1) identify evidence-based research and programs, including those for co-occurring disorders that are being used within a DHHS region; 2) identify sources of funding for promotion and prevention services; 3) provide educational seminars for State legislators and State Mental Health and Substance Abuse Commissioners; and 4) develop a strategic plan to expand promotion and prevention education and services within a specified DHHS region of the United States. The Government anticipates awarding a firm fixed price purchase order utilizing FAR Part 13, Simplified Acquisition Procedures. The simplified acquisition threshold is $100,000. The applicable NAICS code is 541990 with a small business standard of $5.0 million. The solicitation number is 02M009358 and will be issued as a request for quotation (RFQ) and a total small business set-aside in accordance with Simplified Acquisition Procedures, FAR Part 13; and FAR 19.000 and Subpart 19.5. The solicitation document will be incorporating provisions and clauses in effect through Federal Acquisition Circular 01-08. The period of performance is for 24 months after purchase order award. In accordance with FAR 5.102(a)(1), the solicitation will be made available electronically on or about 15 days from the date of this publication. The internet address for downloading the solicitation is http://www.fedbizopps.gov. Availability of the solicitation will be limited to the electronic medium. Notification of any changes to the solicitation shall be made only on the Internet. Interested parties are responsible for monitoring the site to assure that they have the most up to date information about this acquisition. Paper copies of the solicitation and associated amendments will not be available. All responsible sources may submit a quotation which shall be considered by the agency.
