Description
The Broadcasting Board of Governors/ International Broadcasting Bureau (BBG/IBB), Office of Contracts, (M/CON/CR) intends to negotiate on a sole source basis, using commercial contracting procedures, with The Egyptian Satellite Company, Nilesat, P.O. Box 72, 6th of October City, Egypt. The statutory authority permitting other than full and open competition applicable to this procurement is 41 U.S.C. 253 (c) (1), Only one source and no other supplies or services will satisfy the Agency requirement. Nilesat is currently providing a stereo audio service under an existing purchase order. BBG must expand its transmissions in order to reach a larger audience. To meet this requirement, BBG must consolidate the existing Nilesat effort with work for the Middle East Radio Network (MERN). Consequently, additional channels are required to expand the stereo audio service before September 1, 2002. BBG also requires four (4) additional satellite audio channels (four stereo pair) and an option for a video channel for MERN. These additional channels will enable MERN to broadcast into the Middle East region 24 hours per day, seven (7) days per week on a widely received satellite system. The Government has determined that MERN is best supported by the continued use of Nilesat as this enables BBG to achieve expanded coverage and facilitate MERN. The performance term is through March 15, 2003 with six (6) consecutive yearly renewal options. This Notice of Intent is not a request for competitive proposals. Those interested may submit documentation of their capability to perform to this requirement. The Government must receive all written forms of expression by 3:00 PM E.S.T., on Monday, August 26, 2002. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any information received from interested firms who respond to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement.
