Description
The Air Force Armament Center (AAC/PKZA) intends to issue a Request for Proposal (RFP) for Base-Level Software Support Services not later than 30 August. The Air Force will be seeking proposals from only capable, responsible and qualified Section 8(a) companies with the technical personnel and expertise required to provide the 96th Communications Group (SC) with life-cycle management of all assigned communications-computer systems. The North American Industry Classification System (NAICS) code for this acquisition is 541519 with a small business standard of $21,000,000.00. You must be small under this size standard to compete and must be certified Section 8(a) Program on the date proposals are due. This is a follow on requirement, previously awarded as a Sole Source Section 8(a) award to Alpha Data Corporation. Historical information and a draft Statement of Work were posted to Fed Biz Ops on 27 June 2002. The contractor will provide support services for requirements of software and/or bundled maintenance, software integration, general support of off-the-shelf (commercial) software, documentation and licensing issues in a multi-vendor, distributed network. The contractor shall provide tracking and distribution of the vendor documentation, software update and licenses for all site users. The requirement is for one-year basic with four one-year options. The basic period of performance is anticipated to start between 01 October and 31 December 2002. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), and is not to be construed as any procurement commitment by the Air Force. An Ombudsman has been appointed to address concerns from potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer, Contracting Specialist or Program Manager identified above.
