Description
This is a combined synopsis/solicitation for the purchase and delivery of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NAMA-02-Q-00116 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08 effective July 29, 2002. The North American Industry Classification System (NAICS) code is 511210, with a business size standard of $21M. FOB destination will be College Park, Maryland. A purchase order will be issued in writing. The Government reserves the right to make an award on the initial quote without discussions on this procurement. Award will be based on a best value determination, price and other factors considered. Other factors for award include a responsible offeror's ability to meet the salient functional and technical characteristics listed below for the link checking software. Offerors must provide a price, along with descriptive literature or brochures on the link checking software. The minimum requirements for the link checking software are as follows: Functional: 1) Scan large-scale web sites (100,000+ links) 2) Scan over 50,000 documents 3) Accurately identify broken links 4) Create comprehensive and flexible reports (HTML and text) 5) Process various file formats and unique content (dynamic, PHP, JavaScript, Flash, Word, .pdf, and text files) 6) Identify orphan files (files not linked to by another file) 7) Allow for scheduled operation 8) Allow for workgroup/owner management 9) Scalability (able to operate with large web sites) Technical: 1) Be server-based providing: a) Management/team functions b) Needed processing power c) Comprehensive reporting d) Reduced support cost e) File system scans f) Scan multiple servers 2) Run on current NARA server technology: a) Operate on UNIX platforms b) Operate with Apache Web server 3) Minimum of one-year maintenance and Help Desk technical support for users and system administrators. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR Clause 52.212-1, Instructions to Offerors-Commercial Items (Oct 2000); each offeror shall include a completed copy of the provisions at FAR clause 52.212-3, Offeror Representations and Certifications-Commercial Items (July 2002), with the quotation. Paragraph (b) of this clause incorporates by reference the following FAR clauses: 52.222-3 Convict Labor, 52.222-21 Prohibition of Segregated Facilities, 52.222-26 Equal Opportunity, 52.222-36 Affirmative Action for Workers with Disabilities, 52.225-1 Buy American Act-Supplies, 52.232-34 Payment by Electronic Funds Transfer-Other Than Central Contractor Registration, and 52.233-3 Protest After Award.
