- The Fleet Industrial Supply Center Norfolk Detachment Washington is intending to award a Firm Fixed Price contract for child development center playground for the Anacostia Annex on behalf of the Navy Child Development Center. This equipment is to furnish the Infant/Toddler, Pre-School, 1 Year Old and 2 Year Old play area. All playground equipment and canopies shall be made of 100% high density recycled plastic; "NO wood will be accepted". The contractor is responsible for making sure that this equipment complies with safety regulations for the four age groups and complied with OPNAVINST 1700.9D, Playground equipment shall be chosen that fosters children's intellectual, social, and emotional development as well as physical development. "Note: This Acquisition is being conducted using the test program at FAR 13.5. Under these procedures the government is (1) not required too determine a competitive range; (2) is not required to hold discussions; (3) is not required to provide offerors with an opportunity to submit final revised proposals." This requirement is 100% set-aside for Small Business. The North American Industry Classification System Code is 421910. Award will be made to the offeror, which provides the best overall value to the Government. The Request for Proposal will be issued around 19 August 2002. The Request for Proposal will be available at the NECO web-site when issued under solicitation number N00600-02-R-1647. The NECO web-site is www.neco.navy.mil. This requirement has a short turnaround time and will only be available for proposal for (2) weeks. The response time for this requirement is 02 September 2002 at 2:00 p.m. All bids should be received in this office at the specified time and date. NOTE: No bids will be accepted after the specified closing date and time.
