Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is Request for Quotation No. 02-SQ-34-0245 which incorporates all provisions and clauses in effect through Federal Acquisition Circular No. 01-08. This is a Small Business Set Aside, the North American Industrial Classification Code is 334514 and the small business size standard is 500 employees. The Bureau of Reclamation, Yuma Area Office, has a requirement for Magnetic Flowmeters and associated transmitter and communicator. CLIN 0001 MAGNETIC FLOWMETER, Rosemount Model No. 8705TSA010C1G1WONO or Equal,12 Each $_________/each. CLIN 002 TRANSMITTER FOR LINE ITEM NO. 1, Rosemount Model No. 8712C-R-12-B6 or Equal,12 Each $______/each. CLIN 003 HART Communicator FOR LINE ITEM NO. 001, 1 Each $______/each. TRANSMITTER SPECIFICATION AND REQUIREMENT IS: Interface cable/wiring, set range (0 - 76 liters-per-minute), Power Supply voltage 120 VAC, 60 Hertz, 4/20 mADC output, NEMA IV rating, HART programmable protocol configurable assembled for Line Item No. 1, shall have a permanent SST Tag (F-16-RF37xxx, where xxx=01A, 01B, 01C, 01D, 01E, 01F, 02A, 02B, 02C, 02D,02E, 02F), and include all mounting hardware and grounding rings. Delivery of all CLINS is Desired Within 3 Weeks After Receipt Of Order; However, Alternate Delivery Timeframes Will Be Considered. FOB is Destination. Delivery shall be made to Bureau of Reclamation, 7301 Calle Agua Salada, Yuma AZ 85364. The deadline for receipt of quotes is August 22, 2002, 4:15 p.m. Responses to this RFQ should be mailed to Bureau of Reclamation, Yuma Area Office, Attention: YAO-3110, 7301 Calle Agua Salada, Yuma AZ 85364. All responsible sources may submit a bid which shall be considered by the agency. Data specified under the clause entitled DESCRIPTIVE LITERATURE shall be provided by the Offeror who is submitting an equal product. Failure to provide the "Descriptive Literature" may render the Offeror as non-responsive. Provision 52.212-1, Instructions to Offerors - Commercial applies. Evaluation will be based on the lowest priced technically acceptable product offered by a responsible vendor. Provision 52.212-3, Offerors Representations and Certifications - Commercial Items; a completed copy of this provision shall be required with the quote. Clause 52.212-4, Contract Terms and Conditions - Commercial Items applies with no addenda to the clause. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies and the following clauses are applicable: Nos. 12, 13, 14, 15, 16, and 25; 52.214-21, Descriptive Literature, and 52.204-6 Data Universal Numbering System (DUNS) Number. Award will be made to the responsible offeror that provides a technically acceptable product at the lowest price. The offeror shall provide descriptive literature that demonstrates the products ability to meet the minimum requirements of the specifications in accordance with Clause 52.214-21.
