Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as Request for Quotation (RFQ) 075050 and this number shall be referenced on all proposals. This RFQ is issued under Simplified Acquisition Procedures (SAP) under the Test Program in accordance with Subpart 13.5. The North American Industry Classification System (NAICS) Code is 514191. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08. The Federal Bureau of Investigation, National Infrastructure Protection Center (NIPC)/Analysis and Warning Section (AWS) has a requirement for Internet Network Security Information Services as part of its warning and prevention mission to protect critical infrastructures. This solicitation may result in multiple awards of Firm-Fixed Price contracts which will be based on a "Best Value" determination. The contractor shall demonstrate and/or indicate in his/her proposal that they can meet the requirements as outlined in the following Statement of Work: Tasks and Deliverables: Task 1: Security Threats and Trends - The contractor shall provide services to the NIPC that will allow the user to predict infrastructure related security threats or trends. Deliverable 1: The contractor shall provide the NIPC access to data that should include, but not be limited to, an apparent source of attack - country, Internet Protocol address, service provider, time, date, methodology, motivation (if apparent). Furthermore, future changes in requirements or information will be determined on an "as needed" basis by NIPC. Access to this data may be in the form of telephone, e-mail or pager alerts, as well as database access. Task 2: Analytical Support - The contractor shall perform qualified analysis and assessment of information security incidents to the level of detail as dictated by the NIPC. Deliverable 1: Results of the analysis and assessments will be provided in a timely manner in the form of white papers, presentations or other mediums so stipulated. See Task 4 for Redistribution. Deliverable 2: Shall provide monthly electronic briefings on recent trends, patterns, vulnerabilities, and attack tools, as well as quarterly in-person summary updates. In addition, daily notifications will be supplied as the result of any vulnerability or attack the contractor encounters and deems significant. Task 3 - Historical Incident Data: Deliverable 1: The NIPC shall be given access to existing cyber incident databases that effectively captures and manages all appropriate and relevant historical cyber events as determined by NIPC. Task 4 - Redistribution: Deliverable 1: The NIPC will determine the manner and extent to which all analytical products will be redistributed, i.e., InfraGard, NIPC Web Page (assessments and alerts), other (to be determined). Offerors will be evaluated in accordance with FAR Provision 52.212-2 Evaluation-Commercial Items (JAN 1999). The following clauses also apply: FAR Clause 52.217-8 Option to Extend Services (NOV 1999), FAR Clause 52.217-9 Options to Extend the Term of the Contract (MAR 2000), FAR Clause 52.216-18 Ordering (OCT 1995), FAR Clause 52.243-1 Changes-Fixed Price (AUG 1987), FAR Clause 52.232-1 Payment (APR 1984), FAR Clause 52.249-2 Termination for Convenience of the Government (Fixed Price) (SEP 1996) and FAR Clause 52.249-8 Termination for Default (Fixed-Price Supply and Service (APR 1984). All FAR clauses and provisions may be obtained from the General Services Administration's, Federal Acquisition Regulation website at Internet address http://www.arnet.gov/far/. Award will be made to the responsive, responsible offeror whose quote conforms to this solicitation and is the most advantageous to the Government. The following evaluation factors in descending order of importance will be used to evaluate offers: (1) technical capability (2) price and (3) past performance. In order to evaluate past performance, submit three (3) references for similar contracts (preferably government) within the past three (3) years. Include the name and address of the organization, name and telephone number of point of contact and a brief description of the services rendered. All quotes shall be on a company letterhead, accompanied by completed representations and certifications, clearly marked RFQ 075050 and submitted to the address listed above or offerors may submit facsimile proposals as responses to this solicitation by no later than 3:00 p.m., EDT, August 27, 2002. Facsimile proposals may be faxed to (703) 814-4787. Facsimile proposals are subject to the same rules as paper proposals. Offerors responding to this solicitation must provide their Data Universal Numbering System (DUNS) Number and Taxpayer Identification Number (TIN). The awardee(s) shall also be required to submit a completed Form SF-3881, Automated Clearing House Vendor/Miscellaneous Payment Enrollment Form, in accordance with FAR Clause 52.232-33 Payment by Electronic Funds Transfer--Central Contractor Registration (MAY 1999). All quotes must be received at the above address on or before the date/time specified in this announcement. Offerors are hereby notified that if your quote/proposal is not received by the date/time and at the location specified in this announcement, it will be considered late and shall be handled in accordance with FAR Provision 52.212-1(f) (OCT 2000).
