Description
This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NHLBI-PS-2002-122, and the solicitation is issued as a request for quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2001-01. This acquisition is issued as a small business set aside. The North American Industry Classification System (NAICS) Code: 541511, size Standard: $21 million is applicable to this requirement. The National Heart, Lung, and Blood Institute Cardiovascular Intervention Program is seeking to purchase 2,080 direct labor hours of a software engineer. The Cardiovascular Intervention program has identified a number of clinical procedures which may benefit from real-time magnetic resonance imaging (MRI) guidance. Software applications must be developed to allow experimentation and evaluation of the procedures. This development requires a large amount of computer programming which exceeds the resources available. A contractor is being sought with the proper skill set which will allow timely development of these new clinical procedures. The period of performance is twelve (12) months from the date of contract award. The delivery and acceptance point is Bethesda, Maryland. The provisions of FAR Clause 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provisions of FAR Clause 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. Award will be made to the lowest priced, technically acceptable offeror meeting the Government's specifications. The offeror should submit documented experience as a software engineer with real-time magnetic resonance imaging (MRI) experience. The offeror must proposed a loaded hourly rate. The loaded hourly rate includes, salary, overhead, general & administrative expenses, and profit) The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions -Commercial Items, applies to this acquisition. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to this acquisition.
