Description
The USDA Forest Service, Washington Office, intends to negotiate a sole source contract with IBM Inc. under the authority of FAR 6.302-1. The contract will be for those services necessary to maintain the integrated corporate architecture environment: AIX and DCE/DFS support, Cell Reconfiguration, System Integration Lab, System Performance Tuning, and Network and Data Security. Also included is Software and Software Maintenance: AIX operating system, Compilers/development tools, Distributed Computing Environment (DCE)/Distributed File System (DFS), and Seamless and Secure File and Print Sharing software. This contract will not exceed two years. The Government believes that only one responsible source can provide the services that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been approved in support of this acquisition. Firms that believe they can provide these services may identify themselves and give written notification to the contracting officer by giving clear and concise supporting evidence through submittal of written documentation that they have the capabilities to meet all critical elements of this requirement. The critical elements of this requirement are: (1) Continued development and support of an AIX operating system environment, including IBM?s DCE/DFS, print sharing software, compilers, development tools, backup software, PC integration and other tools as customized for the Forest Service technology environment. (2) A development/test/integration lab including hardware representative of the variety of systems deployed across the Forest Service, including the customized software images specific to each type of hardware, plus the technology infrastructure and expertise to manage the integration, image development, and interoperability testing to ensure new technology and software versions seamlessly integrate into the Forest Service computing environment. (3) The ability to provide maintenance and support for the AIX operating system, DCE/DFS for AIX, and compilers and tools currently part of the Forest Service software image. Maintenance for the software includes new releases, versions, changes, modifications, improvements, and updates, including customizations done specifically for the FS environment. (4) Expertise in AIX, DCE/DFS, and other software as deployed in the Forest Service, to troubleshoot problems, reconfigure DCE cells, and to assist the Forest Service in system tuning. This notice is NOT a request for competitive quotes and no bid documents are available for this requirement. All responses must be received by 2:00 PM on the date indicated in the response date block of this notice. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. No competitive contract will be awarded from this announcement, as information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
