- Description
- The purpose of this solicitation is to secure services to conduct Mechanical Thinning (logging) of overstocked stands to improve forest health and wildlife habitat. The scope of Mechanical Thinning will encompass the following: (1) Temporary Road Management including landings, staging areas, skyline corridors and tractor skid roads; (2) Mechanical Felling; (3) Mechanical Yarding; (4) Mechanical Loading; (5) Slash Treatment; (6) Creation of Wildlife Trees; and (7) Creation of Down Woody Material. To meet these objectives, excessive trees will be removed from the site, wildlife trees or snags will be created or retained, down woody material will be selected and left in place, and all streams and live water will be protected while performing tasks. Services will be conducted on the Mapleton Ranger District, Siuslaw National Forest, Lane County, Oregon. The Contractor shall furnish all labor, equipment, supervision, transportation, supplies (except those designated as Government-furnished), and incidentals to accomplish all work necessary. A Bid Guarantee is required, the successful contractor shall also be required to submit a Performance Bond (100%) prior to start of work. Estimated start work date is approximately July 2003, with all work completed no later than October 31, 2004. THIS ACTION IS BEING CONSIDERED FOR A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE. Prime Contractors who are HUBZone small businesses and who intend to submit an offer for this solicitation, MUST submit the following by e-mail to jpaul@fs.fed.us for receipt by COB on August 26, 2002, (submissions may also be made by fax to 541-750-7236, please reference solicitation number R6-12-02-204): (a) a positive statement of your intention to submit an offer for this solicitation as a Prime Contractor; (b) date of HUBZone small business certification; and (c) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with their phone numbers. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor being considered "not interested" in this solicitation. A decision on whether this will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be posted as a modification in FedBizOpps.
