Description
The Agency for International Development/Bureau for Policy and Program Coordination (USAID/PPC) manages the PPC Bureau functions as: (1) the central unit for policy and strategy formulation and oversight, resource allocation, and internal program coordination involving the Agency(s) key development sectors, humanitarian assistance, and special initiatives such as conflict management; (2) the unit which ensures that efforts in these areas are coordinated and consistent with approved strategic priorities, implementation guidelines and resource allocation decisions of the Agency; and (3) the Agency leader in defining and overseeing USAID(s) program and research priorities. PPC now has a need for services. The specific objectives of the scope are to (a) provide expertise in a variety of developmental assistance and broader foreign policy fields to assist PPC in the conceptualization, drafting and finalization of research and policy papers, [op-ed] pieces, speeches and other written materials. PPC will in most instances provide the Contractor with suggested sources of expertise, i.e., names of individuals, but in other cases the Contractor will identify expertise based on a definition of the need and criteria provided by PPC. The level of required expertise will normally be very high. Depending on the specific PPC need, the expert(s) provided by the Contractor may be solely responsible for production of a product, or work as part of a team comprising PPC staff and/or other contracted personnel. The varied and generally written products under this task will support PPC(s) intellectual leadership agenda and may include research papers, policy briefs, policy papers, speeches, policy statements etc; (b) produce seminars, workshops and other events in conceptualizing, planning for and synthesizing the results of various events; and (c) support the implementation of PPC(s) communications strategy by providing a Program Manager, Event Planner and Support personnel to provide administrative services to develop, organize, facilitate, produce events, synthesize the proceedings and craft the outcomes of events. Solicitation M/OP/HRAM/AFM/06-14 will be issued approximately 15 days from the date of this notice. All responsible sources may submit an offer.
