Description
This is not a Request For Proposals, but a survey to locate potential sources capable of performing the proposed work. It is anticipated the Contractor will be required to develop the following three products in formats suitable for printing and display on an internet web-site: 1) Dam Owners? Guide on Plant Invasion of Dams; 2) Dam Owners? Guide on Animal Invasion of Dams; and 3) Expert-Level Guidebook on Animal Invasion of Dams. The Dam Owners? Guides will be illustrated, non-technical, fold-out brochures that provide pictures and illustrations on the types and means animals and plants can penetrate an embankment dam so that the dam owner can readily recognize the problem and a list of remedial techniques that can be applied. The ?Expert-Level Guidebook on Animal Invasion of Dams? will be a technical document suitable for scientific and engineering use that will be peer-reviewed and include at a minimum the state-of-practice to identify the types of animals that can penetrate embankment dams, the probable impacts on the dam, and measures to eradicate and mitigate the impacts as well as other technical areas identified in a workshop. A panel of five experts in the field including two State Dam Safety Officials will review the final draft of the expert-level guidebook. All final products shall be submitted on separate CD?s along with five printed copies. To be considered qualified to perform this project, a firm must possess all of the following minimum capabilities: 1) Scientific and engineering knowledge and capabilities in plant and animal invasion of dams; 2) information technology experience to prepare the dam owner education materials and expert-level guidebook; and 3) demonstrated knowledge and experience through the completion of previous projects in this area of the state-of-practice of dam penetrations of embankment dams by plants and animals, probable impacts of dam penetrations, plant and animal eradication measures, and remedial measures to reduce penetration impacts. Firms with these capabilities are invited to submit complete information to the procuring office identified in this notice in three (3) copies by August 16, 2002. Information furnished should include: (1) the number and professional qualifications of scientists, engineers, technical and other appropriate personnel; (2) company experiences and past work related to the proposed project; (3) a description of general and special facilities; (4) a current financial statement; and (5) other literature which demonstrates minimum capabilities listed above. Responses may be submitted, via e-mail, to bill.roberson@fema.gov This synopsis is for information and planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Based upon responses received, the Government reserves the right to set aside any and all procurements that may result hereunder for small or minority-owned businesses. If the evaluation of responses received concludes that none of the responding firms have the necessary capabilities, negotiations may be conducted with the Association of State Dam Safety Officials on a noncompetitive basis.
