Description
Contractor shall provide labor and materials to process industrial wastewater at Norfolk Naval Shipyard. Wastewater includes Navy ship?s bilge water and water collected in Dry-docks during hull paint removal and reapplication. Estimated quantity of wastewater to be processed is 30,000,000 gallons annually. Contract is for a one-year period with four additional yearly options. Contractor will operate government provided Dissolved Air Flotation (DAF) and Ultra-violet/Hydrogen Peroxide Reactor (UVH202) wastewater treatment systems. Treatment plant consist of (6ea) 50 gallon per minute DAFs, and (2ea) 50 gallon per minute UVH202 systems. Contractor shall provide treatment chemicals and associated fielding testing equipment to ensure treatment parameters are met. Contractor shall provide a Class III licensed operator currently licensed in accordance with Title 54.1 of the Code of Virginia and the regulations of the Board for Waterworks and Wastewater Works Operators to oversee the wastewater treatment operation. Upon written request a complete solicitation package, specifications and data will be provided. The requirement will be awarded utilizing Simplified Acquisition Procedures as set forth in FAR Part 13.5, Test Program for Certain Commercial Items as a Firm Fixed Price Contract. The solicitation number is N00181-02-Q-0630. The closing date will be established at the time the solicitation package is issued. A complete technical proposal package outlining the contractor's technical capabilities and past performance information shall be submitted with proposal before closing date established in the solicitation package. Failure to furnish the technical proposal package and past performance information with the proposal will determine the offeror nonresponsive. The final contract award decision will be based on a combination of, submission of technical proposal package, technical capability, past performance and price. The NAICS classification is 56299 with a small business standard of 5.0 mil.: In accordance with FAR 19.702 a subcontracting plan is required.
