Description
This notice constitutes a BAA as contemplated by FAR 6.102(d)(2). This BAA is also listed at http://www.navy.mil/business/ecommerce/index.cfm (Business Opportunities/Open Solicitations). I. INTRODUCTION. PMA 231 E-2/C-2 within the Naval Air Systems Command seeks proposals describing innovative and practical reasoning algorithm technology that supports multi-source integration and data fusion with the E-2C's various weapon system sensor tracks to produce a single track with source attributes. The objectives of the data integration include the following: (1) "One track for One Piece of Metal" with correlated/associated attributes, leading to decreased operator workload and enhanced situational awareness. (2)Fuse all sources of data/information in a probabilistic manner that supports Combat Identification Technologies. II. BACKGROUND. The MSI project supports both the E-2C Hawkeye 2000 and the E-2C Radar Modernization Program. The objective is to create and develop product that enhances operator situational awareness, while supporting Theater Air and Missile Defense (TAMD) requirements and transition to a Network Centric Warfare architecture. Data fusion is a requirement discussed in the Joint Theater Air Missile Defense Capstone Requirements Document (CRD). BAA respondent's will focus their effort within PMA 231's Advanced Development MSI technical boundary explained in the MSI Proposal Information Package (PIP) and will be expected to develop, demonstrate, and provide software-based computational, multi-source algorithms to improve MSI through data fusion of existing sensors and sources of data within the aircraft's weapon system. This product will additionally serve as a foundation for future Combat Identification technologies. MSI goals of providing automated track association and correlation from various sensors utilizing common algorithms is challenging but necessary to meet emerging requirements and improve overall operator situational awareness. PMA 231 Advanced Development is leading the development of MSI fusion techniques as key building blocks for the development of a MSI fusion system with potential for demonstration on several future US Naval Weapon Systems. PMA 231 Advanced Development's MSI efforts are focused on employing automated data fusion of existing track data from various on and off-board sensors and sources. These weapon system sensors and sources include the Radar, IFF, CEC, ESM, Link 4/11/16 and SATCOM data feeds. In addition, the broader MSI project objectives beyond those of this BAA may include: 1.Applications of MSI products to supporting a Single Integrated Air Picture (SIAP) 2. Applications of MSI products to Combat Identification 3. Utilization of all database/all source information to formulate a composite tactical picture for the purposes of maximizing crew situational awareness and minimizing crew workload. Offerors must review the detailed information on the E-2C Hawkeye MSI Program that can be found in the PIP, which will be available on the NAVAIR AIR 2.0 website on or before 4 September 2002. Approximately $2,250,000 will be available for this BAA. It is anticipated that three or more awards may be made. Proposed work should be structured to have a period of performance of nine (9) months. Proposal Due Date: Proposals submitted under this BAA are due no later than 1600 EST, 09 October 2002. Other Important Dates: 30 August 2002-Bidders Briefing registration; 04 September 2002-Industry Day (Bidders Briefing), Pax River, MD; 09 October 2002-Proposals due. Bidders Briefing - The MSI program will conduct an unclassified briefing for potential bidders on 4 September 2002. The purpose of the meeting is to provide potential bidders with a better understanding of the MSI program. Informational packages on the program will be distributed at this briefing and placed on the NAVAIR 2.0 website. An E-mail notification of planned attendance for this Bidders Briefing should be received by Miss Karen Kesting at kestingkb@navair.navy.mil (301-995-4503) and LCDR Dean Wilson at wilsonda@navair.navy.mil by 30 August 2002. This E-mail message should include the following information: name of attendee(s), title, organization, department or company division, phone, fax, and electronic mail address. Attendance will be limited to three attendees per company. PMA 231 Advanced Development will reply via email on or before 30 August 2002 to those parties who plan on attending the briefing with the briefing location, directions, schedule, and any other appropriate information. Those not able to attend this briefing can access PIP and applicable materials (i.e. slides and answers to questions submitted during the conference) from the NAVAIR 2.0 Website after 04 September 2002. This notice and referenced PIP constitutes a BAA as contemplated by FAR 6.102(d)(2). Offerors should state in their proposals that it is submitted in response to N00421-02-R-0266 Unless otherwise stated herein, no additional written information is available, nor will a formal RFP or other solicitation regarding this announcement be issued. Requests for the same will be disregarded. The socio-economic merits of each proposal will be evaluated in the context of the requirements described in the PIP. In light of these considerations, the evaluation process will be based on the extent of commitment in providing meaningful subcontracting opportunities for small businesses, HUBZone small businesses, small disadvantaged businesses, woman-owned small business concerns, historically black colleges and universities, and minority institutions. The North American Industry Classification System (NAICS) code for this solicitation is 541710 (which corresponds with the standard industrial classification code of 8731) specifying the small business size standard of 500 employees or less. In addition, large business concerns must provide a Small Business Subcontracting Plan in accordance with FAR 52.219-9 for cost proposed in excess of $500,000. Entities that must submit a Small Business Subcontracting Plan for contract proposals that exceed $500,000 include universities/colleges, nonprofits, and large businesses. Historically Black Colleges and Universities (HBCU) and Minority Institutions (MI) are encouraged to submit proposals nd/or join others in submitting proposals. Answers to all questions will be distributed upon request. The Government reserves the right to select for award all, some, or none of the proposals received in response to this announcement. Interested and eligible parties are invited to respond to this synopsis. No hard copy version of this will be available. III. SPECIFIC AREAS OF INTEREST. The objectives of E-2C MSI Program follow: a. The MSI process shall provide one track per representative target with correlated/associated attributes, leading to decreased operator workload and enhanced situational awareness. b. Fuse all sources of data/information in a probabilistic manner that supports Combat Identification Technologies c. Provide automated track correlation and association from the various E-2C sensors and sources. d. E-2C sensors and sources shall include the radar, IFF, CEC, ESM, Link 4/11/16, and SATCOM track data. e. Performance evidence of fusing organic and inorganic sensors must extend beyond current single system capabilities to accommodate family of system identification capability. f. Demonstrate MSI compatibility through a host system. IV. CONTRACT/AGREEMENT TYPE. NAWCAD is willing to consider various types of acquisition vehicles including, but not limited to, traditional FAR/DFARS type contracts and/or non-procurement agreements (e.g. Cooperative Agreements and Other Transactions). Other Transactions will be entered into under authority of 10 U.S.C. 2371 (Congressional direction requires that at least 50 percent of the cost of a project under this initiative be provided by industry) and Section 845, Authority to Carry Out Certain Prototype Projects. Final decision on acquisition type (contract/agreement) will be made by the government. NOTE: Typically, research findings result in the need for additional services/supplies, which are not possible to anticipate or project. Contract modifications may be executed to satisfy these requirements; thereby providing for flexibility in technology assessment (with technology transfer the ultimate goal). In the event that this is required, it shall be considered to be within the scope of this BAA and the resulting contract, and therefore will have met the requirements of the FAR/DFARS and the Competition in Contracting Act. V. PROPOSAL SUBMISSION. No Request for Proposal (RFP), solicitation or other announcement of this opportunity will be made.
