The contractor shall perform engineering services in the technologies associated with the protection and survivability assurance of military electronic systems to an a rray of electromagnetic energy threats. The sole source contractor is JD Engineering, Oakton, VA. JD Engineering possesses unique and thorough knowledge of the technical specifications and designs used to harden military Command, Control and Communication facilities to a variety of electromagnetic threats including lightning, High-Altitude Electromagnetic Pulse (HEMP) and Transient Electromagnetic Pulse Emanation Standards (TEMPEST) conditions. The period of performance is five (5) years. Neither telepho ne, facsimile, nor electronic mail requests for the solicitation shall be honored. The solicitation will be made available to interested parties via the World Wide Web at http://www.arl.army.mil/contracts/sources.htm. See numbered note 22.
