Description
The U.S. Department of Commerce intends to award a sole source contract to FAME Information Services, Inc. of New York, NY, BEA has an immediate requirement to procure maintenance for a FAME Master Database Server license, 55 user FAME System client licenses, three FAME Developer's Toolkit licenses, 35 new FAME System client licenses, and training for all license holders. FAME is an off-the-shelf proprietary computer software package, wholly owned by FAME Information Services, Inc., 888 Seventh Avenue, 12th Floor, New York, New York, 10106. The National Accounts Associate Directorate is made up of the National Income and Wealth Division (NIWD) and the Government Division (GD). NIWD and GD are responsible for maintaining and improving the system of national economic accounts, including the national income and product and wealth accounts, which provide an overall view of the economic process; and the government accounts, which provide a detailed view of Federal, State and local governments in the GDP framework. The processes required to complete this work are extensive, highly complex and advanced, economic data management.The national income and product accounts data on the U.S. economy are used by policymakers, business, economic analysts, and the general public for planning economic activity. In August, 2000, BEA established a Time Series Database Management Software Evaluation Team to examine database products suitable to BEA's work. The Team concentrated its efforts on products oriented towards handling economic time series and evaluated several commercially available time series packages. The Team selected FAME, a package developed and marketed by the FAME Information Services, Inc., as BEA's standard for time series data manager. Specifically, FAME meets all the following requirements:FAME is the only data base manager whose 4GL command set is time intelligent and supports: 1. The ability to store both time series data and case data. Case data may be numeric or character in nature 2. and Provides a Database Server: A. That oversees is own security, controlling user access at the server. Provides database administration tools to measure efficiency and trace user access B. and Allows analytical operations performed on the server, reducing the amount of data sent over the network C. and Allows the user to commit updates to a database only when ready D. and That manages multiple users granted write access. Allows users granted read access to detect and read changes caused by updates, maintaining a consistent view of the data. 3. and Supports Windows ODBC compliance. BEA requires database management software for handling economic time series. The Supplier shall provide software with facilities for time series management; time series manipulation and transformation; estimation and other statistical operations; graphics; report writing; and programming. Responsible sources who are interested in this procurement may respond by providing clear and convincing information that identifies their capabilities. All written responses must include a written narrative statement of capability, including costs. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15 days after publication of this synopsis. See note 22.
