Description

NA This is a Notice to Industry of Defense Threat Reduction Agency's (DTRA) issuance of a draft Request for Proposal (RFP) in support of the Tunnel Complex Construction Project. Attached are draft copies of the Statement of Work (SOW), Section L (Instruction s, Conditions, and Notices to Offerors), and Section M (Evaluations Factors for Award). The procurement is anticipated to be full and open competition. The NAICS Code is 234120. It is anticipated a single award shall be made from this acquisition. We ar e seeking industry comments on the draft SOW and Sections L & M criteria, and we are also seeking industry response in the form of a written intent of interest. The written comments and intent of interest are to be provided not later than 9 April 2002 by 2:00 p.m.(MST). It is anticipated the final RFP will be released to the interested offerors the end of April 2002. Period of Performance will be nine months from date of award. Additional information will be posted periodically for industry's review and c omment. It is anticipated a site survey/pre-proposal conference will be held at White Sands Missile Range (WSMR), New Mexico, in approximately two weeks after release of the final RFP. The information contained here in is for planning purposes and does not cons titute an invitation for bids (IFB) or a request for proposal (RFP). The Government does not intend to award a contract on the basis of this notification or otherwise pay for the information provided. The work includes excavating a tunnel complex that in cludes two interconnected tunnels, two stub portal tunnels, incidental underground facilities and an access road at the While Sands Missile Range (WSMR). The performer of this work will furnish all labor, supervision, equipment, materials and supplies for the tunnel complex construction project. Location: The primary work location is at northwestern slope of Capital Peak in the San Andres Mountains on the White Sands Missile Range, New Mexico. The Capital Peak Site is located approximately 64 miles by ro ad southeast of Socorro, New Mexico.
