- Description
- The Social Security Administration has a requirement for a qualified contractor to transcribe large volumes (WITH ESTIMATES OF FROM 85-100 TAPES PER DAY FOR PICK-UP) of Agency hearings specifically courtroom proceedings from standard ANALOG cassette tapes (C-60 and C-90) in accordance with a prescribed format and within the designated timeframes of 1, 5 and 10-day turnaround times. THE BASE YEAR ESTIMATED QUANTITIES FOR TRANSCRIPTS OF HEARINGS ARE 30,000 PAGES FOR 1-DAY TURNAROUND, 70,000 PAGES FOR 5-DAY TURNAROUND, 400,000 PAGES FOR 10-DAY TURNAROUND, AND 4,000 PAGES FOR 10-DAY TURNAROUND FOR TRANSCRIPTS OF APPEARANCE AND AGGREGATE HEARINGS. Most hearings are recorded on 4-track continuous court recorders at a recording speed of 15/16 IPS or 15/32 IPS, utilizing standard cassette tapes, usually C-60 and occasionally C-90. Occasionally older 2-track equipment is used, which has a recording speed of 1-7/8 IPS and utilizes standard C-60 cassettes tapes. The contractor is required to have compatible transcribing equipment for both 2 and 4-track recorded tapes. The entire text of the hearing must be transcribed verbatim in accordance with Government supplied samples of hearing transcripts. Contractor shall be required to furnish all necessary personnel, materials, services, facilities and equipment to perform all tasks necessary to the performance of transcription typing services; which encompasses responsibility for quick turnaround times, accountability, quality control review procedures, and pickup/delivery services to the Office of Hearings and Appeals located in Falls Church, VA. This acquisition is being conducted under Part 12 of the Federal Acquisition Regulation (FAR) regarding the acquisition of commercial items, Part 13.5, Test Program for Certain Commercial Items and subject to the Service Contract Act. SSA anticipates awarding multiple firm-fixed price indefinite delivery indefinite quantity (IDIQ) type contracts for this effort. The period of performance will be for one year (12 months in duration) with two (2) successive, one-year options periods, if exercised. The request for quotation (RFQ) will be issued under solicitation number SSA-RFQ-02-0305 which is scheduled for release on or about August 1, 2002, with responses due 30 days later. Past Performance and experience will be paramount factors in selecting awardees. The North American Industry Classification System (NAICS) code for this requirement is 561410. The standard size is $6 million.
