Description
NA The Defense Threat Reduction Agency plans to award a contract to the National Academy of Sciences to provide a six-month analytical study of the issues surrounding the requirements for operational testing of chemical stand-off detection technologies. This contract will provide an independent scientific analysis of the uncertainties and risks involved in our ability to determine the operational effectiveness of standoff chemical detectors. The results of this study will provide the basis for programmatic a nd other acquisition decisions on a number of chemical agent standoff detectors currently in the acquisition process. Testing could well depend on the technology used for detection. This effort will consider the hardware and software technologies associat ed with current developmental detectors (M21 RSCAAL, JSLSCAD, Artemis, and MCAD). It will indicate which findings, if any, are specific to these technologies and which, if any, are inherently applicable to problem of standoff chemical agent detection. It will use the JSLSCAD Derivation of Requirements document to provide the operational context and baseline for standoff chemical agent detection requirements. It will consider both the uncertainties in meeting the requirement as a given and the uncertaintie s inherent in the way the requirement was derived. DTRA believes that the National Academy of Sciences (NAS) is the only organization capable of accomplishing this effort as they are the only source with the resources to successfully provide the measure of expertise, independence, and objectivity and audie nce acceptance necessary to meet DTRA's program requirements. The NAS frequently acts as an official, yet independent advisor to the federal government in matters of science and technology. The NAS has the unique ability to assemble committees and boards of the nation's most eminent scholars who are then able to render advice and guidance of the highest quality and unparalleled objectivity to address national problems of high priority. DTRA believes that other contractor's with expertise in this general area would have a potential business interest in providing or participating in acquisition activities construed to lead to a potential or perceived conflict of interest and place their objectivity at risk.
