Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. Solicitation Number M00146-02-Q-L116 applies and is issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07 and Defense Acquisition Circular 98-27. The North American Industry Classification System code 333298 and the business size standard is 500 employees. This requirement is for a firm fixed price type contract for one line item as follows: Line Item 0001: Quantity 1 Each; Item is a walk-in Class B electrically heated oven. This is a Brand Name or Similar Description. Brand Name of requested item is Precision Quincy Corporation. Model 92-750T with the following options: Honeywell UDC 3000 Versa-pro Digital Temperature Controller and Honeywell DRP100 Digital Recorder. The Brand Name Description/Essential Characteristics are. a. General: This specification covers the procurement of one Walk-in Class B electrically heated oven, hereafter referred to as the Oven. The Oven is to be used for the heating of various aircraft engine related components prior to being reworked by the Parts Repair Shop (6.2.2.1.6) building 133 at the Naval Aviation Depot, Cherry Point NC. b. Applicable Standards: The Oven shall meet all applicable requirements of the latest version of the following standards: (1) NFPA 70, National Electrical Code (2) NFPA 79,Electrical Standards for Industrial Machinery (2) 29 CFR 1910.212 Machinery and Machine Guarding. Subpart O. (3) 29 CFR 1910.147. The Control of Hazardous Energy (Lockout/Tagout) c. Major Components: The Oven shall be provided as a complete unit, to include all necessary components such that, when connected to the utilities identified herein, the Oven performs as specified in this document. (1) Oven Body: The Oven shall be constructed from steel, totally insulated, with a minimum inner working dimensions of 60 inches wide by 96 inches deep by 72 inches high. (2) Oven Floor: The Oven floor shall be insulated and constructed from steel with the capability of supporting 1000 Lbs. maximum (3) Doors: The oven body shall incorporate one set of double doors on one end. Doors provided shall have heavy-duty hinges, handles, with a pressure release latch system. The doors shall be constructed from steel and designed to prevent sagging and fully gasket to prevent the loss of heat. (4) Air Circulation: The Oven is designed for heated air to be re-circulated within the cabinet. (5) Ventilation: The Oven shall incorporate ventilation port with an adjustable damper and located on the roof of the oven. The oven shall be designed with fresh airports incorporating adjustable dampers to aid in the balancing of the static pressure within the work chamber. (6) Heating: The oven shall be designed for electrical heat with the heat chamber mounted on top of the cabinet. Element design and placement shall be arranged to provide uniform heat within the work chamber. Maximum working temperature will be 750 degrees. Elements shall operate on 480 V, 60Hz, 3Ph. Power. (7) Controller: The Oven shall incorporate one UDC 3000 style Versa-Pro Digital Temperature Controller manufactured by the Honeywell Inc. or the equivalent. (8) Recorder: The Oven shall incorporate one DPR100 style Digital Recorder manufactured by the Honeywell Inc. or the equivalent. d. Motors: All motors used shall be 480V, 60 Hz, 3Ph.e. Safety: The Oven and is related components shall comply with all applicable Occupational Safety and Health Standards, 29 CFR Part 1910.5. EQUIPMENT MANUALS: Three (3) sets of equipment manuals shall be provided. These manuals shall contain all required technical data including operating instructions, parts list, wiring diagrams, mechanical diagrams, and maintenance instruction. Two (2) sets of manuals shall be mailed with the equipment. One (1) complete set shall be mailed 30 days prior to shipment of the equipment. This set shall be mailed to the following address: Naval Aviation Depot PSC Box 8021, Code 6.3.1.1 Attn: Jimmy Amspacher Cherry Point, N.C 28533.Delivery of all items is required 90 days after award of contract to be delivered FOB Destination to: Receiving Officer, Bay Door R4, Bldg. 159, MCAS, Cherry Point, North Carolina. Inspection and Acceptance shall be made at destination. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offers - Commercial Items (Oct 2000). FAR 52.212-3 Alternate I, Offer Representation and Certifications-Commercial Items (MAY 2002), a completed copy of this provision shall be submitted with the offer. FAR 52.212-4, Contract Terms and Conditions Commercial Items (FEB 2002). FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2002), to include clauses (11) (12) (13) (14) (15) (16) (21) (24) and (26). DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Nov 2001), applies with the following clauses applicable for paragraph (b); DFARS 252.206-7000, Domestic Source Restriction; DFARS 252.225-7001, Buy American Act and Balance of Payment Program; and DFARS 252.225-7012, Preference for Certain Domestic Commodities. Request for quote must be received no later than 4:oo PM, local time, August, 21,2002.You may Email or fax your quote to the above. All quotes not sent through the US mail will be considered to be hand carried and direct delivered. Hand carried quotes (excluding Email and faxes) must be delivered directly to Cunningham Street, building 159, first floor, MCAS, Cherry Point, NC, Contracting Department. Direct delivery of quote is only possible during weekdays, excluding federal holidays, between the hours of 8:00 AM and 4:00 PM. As of 31 May 1999, all Contractors must be registered in the Central Registration (CCR) Database as a condition of contract award. Contractors may register in the CCR database through the World Wide Web at www.ccr.gov or call 888-227-2423 for assistance.
