Description
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), in collaboration with the Marine Corps Systems Command (MARCORSYSCOM), is seeking sources for the design and manufacture of a nonmagnetic azimuth sensor. Highly accurate azimuth sensor technology is desired for a variety of USMC requirements e.g., USMC fire support teams routinely determine target coordinates from remote locations. The greatest source of error in these coordinates is azimuth angle. Magnetic compasses provide a low cost, low power solution, but lack the accuracy required for precision direction of munitions. Systems, which use GPS to determine azimuth, do not perform when GPS is blocked or when the device is under cover or indoors. The technology needed is a small, lightweight, low power, low cost gyrocompass that has as a design goal of an azimuth accuracy of at least 7 mils within a settling time of 3 minutes, and maintains that accuracy for at least 1 hour (tripod mounted) and 15 minutes (hand-held by a trained Marine) before recalibration is necessary. The device must be able to cue the operator when recalibration is required. This device will be required to operate at latitudes between the Artic Circles. At the limits of latitude, a reasonable amount of additional settling time is acceptable. This device will be used with existing and future USMC laser range finders including, but not limited to, the Target Locator Module (TLM) of the Lightweight Laser Designator Rangefinder (LLDR), Leica Viper II, Mini-Eyesafe Laser Infrared Observation Set (MELIOS), and the MK VII. The device, plus batteries, cables, etc., must not significantly increase the weight of the above rangefinders. The device must operate over temperature ranges of -20 to 140 degrees Fahrenheit. In terested sources shall submit a white paper summarizing each proposed concept and a Rough Order of Magnitude estimate. The submitted information shall enable technical/requirements personnel to assess the possibility, probability, affordability, and capability of the proposed solution to meet the needs of the Forward Observer and Forward Air Controller communities of the Marine Corps. THIS IS A SOURCES SOUGHT ANNOUNCEMENT AND THE GOVERNMENT WILL NOT PROVIDE REIMBURSEMENT OF COSTS ASSOCIATED WITH THE DOCUMENTATION SUBMITTED FOR THIS INFORMATION SYSTEM. All interested parties shall forward the specified documentation on or before 13 September 2002 to Contracting Officer, Naval Surface Warfare Center, Dahlgren Division, Attn: Code XDS118, 17320 Dahlgren Road, Dahlgren, VA 22448-5100 and reference Sources Sought Announcement Number N00178-02-Q-1040. The submitted documentation, upon delivery, becomes the property of the U.S. Government and shall not contain any restrictive/proprietary information or markings. Any questions regarding this announcement should be directed to the attention of xds11@nswc.navy.mil or via facsimile (540) 653-7088. NO SOLICITATION EXISTS AT THIS TIME. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT BASED ON THIS SOURCES SOUGHT ANNOUNCEMENT OR TO OTHERWISE PAY FOR THE INFORMATION SUBMITTED.
