Description
This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) on behalf of the African Development Foundation (ADF). GovWorks/DOI intends to issue a Commercial Item Contract. This is a combined synopsis/solicitation as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This requirement is 100% set aside for small businesses. All offerors must be able to qualify under the North American Industry Classification System (NAICS) code 512110 (Motion Picture and Video Production) size standard $25.0M. The following provisions and clauses apply to the acquisition: 1) 52.212-1, Instruction to Offerors-Commercial (Oct 2000); 2) 52.212-2, Evaluation-Commercial Items (Jan 1999); 3) 52.212-3, Offeror representations and Certifications-Commercial Items (May 2001); 4) 52.212-4, Contract Terms and Conditions-Commercial Items (May 2001); and 5) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2001). The government estimate for this requirement is $80,000 to $90,000. The African Development Foundation (ADF) located in Washington, DC has a requirement for production of a 12-15 minute video presentation which showcases ADF's venture philanthropy business model as well as its other strategic initiatives in Africa. The goal of this production is to effectively communicate the concept of venture philanthropy through the demonstration of successful achievements of actual ADF grant recipients in Uganda and Namibia. In addition, the production should highlight the ADF's pioneering of cutting edge, grassroots, participatory development in Africa and defining of new paradigms to empower small and medium African organizations. The contractor shall furnish the necessary personnel, material, equipment, services, and facilities to perform the following: SCOPE: The scope of this requirement is to provide the ADF with a 12-15 minute video documentary for use in the U.S. and in Africa, which can be used to build on-demand or short notice clips for any of the following: television broadcast, display on the ADF homepage, short videos for special events/audiences or print media. The documentary must address the ADF's baseline funding criteria while communicating the concept and application of venture philanthropy. Topics should be covered using a combination of testimonials and narrative testimonials from ADF grant recipients, country partners and strategic stakeholders. The contractor is responsible for developing a script working in concert with the ADF approving officials. The final script must be approved by ADF officials. Visuals may consist of still photos, stock photos, stock footage and original footage, including interviews. Contractor shall provide camera, lighting, and sound to film, and obtain all necessary stock stills or footage. Contractor shall be responsible for obtaining all releases from any persons on camera, securing any copyright or trademark permissions as needed, and paying any fees as required. The ADF shall provide international travel, lodging and transportation. APPROVALS: Contractor shall produce a rough-cut with scratch track for review and approval by the ADF approving official. Until such time as the Contractor has received written approval of the rough-cut with scratch track, a final video shall not be produced. The Contractor, at no additional cost to the Government, shall make changes necessary to the rough-cut with scratch track, and resubmit for approval. DELIVERABLES: Upon approval of final video by the ADF, the Contractor shall provide one (1) VHS Master for use in the U.S and Africa, one (1) written script, and one (1) Digital Audio Tape (DAT). CONTRACTOR RESPONSIBILITIES: Contractor must have appropriate equipment or access to facilities to produce the video. Contractor will be responsible for obtaining all stock images and clearance for using anything not in the public domain, this includes model releases and any permits or permissions required for location shooting. Contractor shall be responsible for overseeing any subcontractors needed to fulfill the scope of work. ADF retains all rights to footage and all distribution and use as a Government entity in which no copyright is held. The anticipated delivery date of final products is not later than October 15, 2002. SUBMISSION INSTRUCTIONS AND EVALUATION CRITERIA: The Government will award a Purchase Order resulting from this solicitation to the responsible contractor whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In making the best value determination, the following factors shall be used to evaluate offers: Technical (combination of numbers 1 and 2 below), Past-Performance and Price. In responding to this announcement respondents must provide, for the purpose of evaluation, all of the following: 1) Two (2) identical samples of television and print advertisement that demonstrate: a) Use of multi-layered images and graphic techniques. b) Effective use of music to complement the messages presented. c) Creative use of wipes, fades and any other creative visual transitions. d) Professional level lighting and sound quality, as well as studio or on-the-street interviews. e) A radio, television, and print advertisement in which the writing of the script was a requirement. f) A radio, television, and print advertisement production of similar size, scope and length. 2) A sample treatment that you might use if awarded this project. 3) Relevant past performance information and references from past performance on successful projects. Include three (3) references with name, address, phone number and contact person for work performed in the last three years. MATERIALS SUBMITTED WILL NOT BE RETURNED TO THE CONTRACTOR. How to Respond: Send two (2) copies of your proposal (ONE WITH ALL PRICING INFORMATION AND ASSOCIATED PRODUCTION COSTS OF THE VIDEO) to Anna DeGurse, 381 Elden Street, MS 2510, Herndon, VA 20170 by no later than 12:00 PM EST, Monday, August 19, 2002.
