- Description
- The US Coast Guard Telecommunication and Information Systems Command (TISCOM) intends to award a firm fixed price contract for lawn maintenance services. This procurement is reserved for Small Businesses. The contractor shall provide all personnel, equipment, tools, supervision, transportation and other items and services necessary to ensure that grounds maintenance is performed at TISCOM in a manner that will maintain healthy grass, trees, shrubs, and plants and present a clean, neat and professional appearance. The North American Industry Classification System (NAICS) code is 561730 and the small business size standard is $6.0 M. The term of the contract will be base plus 4 option years. In addition to the terms set forth elsewhere in the contract, the contractor may earn an extension or reduction to the contract period from a minimum of 1 to a maximum of 5 years on the basis of performance during the evaluation periods. The contractor is evaluated during the first year of performance, but extensions or reductions start in the second year. If scores are very good during Year 2, the contractor earns Year 4; if scores are very good in Year 3, the contractor earns Year 5. In Year 5, the contractor must earn a score of "excellent" in order for the contract period to be extended beyond Year 5. Consistent scores of "excellent" during succeeding years earn contract period extensions up to a maximum of 10 years. The contract period may also be reduced on the basis of the contractor?s performance against the stated performance parameters. Points are awarded or deducted during each year of the contract on the basis of how the contractor has performed against the predetermined criteria. The contract period is then extended or reduced to reflect this assessment. Potential offerors will be able to download the solicitation, specifications, and all other attachments at http://www.fedbizopps.gov on or about August 15, 2002. A site visit is planned for August 22, 2002 at 10:00 a.m., at the USCG TISCOM, located at 7323 Telegraph Road, Alexandria, VA 20646. Interested parties for the site visit shall notify Iris Hall at the email address below, by August 19, 2002 at 1:00 p.m. to provide company and personnel names for attendance. Please note that there should be no more than 2 individuals per company. It is suggested that you arrive 30 minutes in advance for security reasons. Proposals shall be due on or about September 12, 2002 at 1:00 p.m. Anticipated award date is October 1, 2002. This date is approximate and not exact. ATTENTION: Minority, Women-owned and Disadvantaged Businesses (DBE's), The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
