- Description
- The Bureau of Labor Statistics intends to award on a sole source basis under Simplified Acquisition Procedures with The School of Information and Library Science (SILS) at the University of North Carolina and its Interaction Design Laboratory (IDL) Drs. Gary Marchionini and Stephanie W. Haas, as a sole source provider for services NTE $50,000. Awarding of a sole source contract to Drs. Gary Marchionini and Stephanie W. Haas are justified on the grounds that they demonstrates a unique combination of knowledge and expertise necessary for this project. Specifically, Drs. Gary Marchionini and Stephanie W. Haas, the principal investigators, have extensive expertise in federal statistical information dissemination and are the principal investigators on a large National Science Foundation project that aims to develop a national statistical knowledge network. They have studied how citizens seek statistical information, written many papers and technical reports related to information-seeking behaviors, statistical vocabularies and language usage, and user interfaces to statistical websites. Drs. Marchionini and Haas also possess a thorough knowledge of BLS programs and their problem areas with respect to graphical data presentation. Their previous work at BLS, which resulted in the development of BLS? existing interface design and the BLS LABSTAT terminology crosswalk, provides them with the unique combination of technical skills necessary to lead this project. SILS is a top-ranked school in the information science field and attracts outstanding graduate students who can make contributions to this work. The IDL houses an advanced development and testing environment that serves as the center for several digital library, information retrieval, and user interface development projects. Drs. Marchionini and Haas are uniquely-prepared to coordinate this specific BLS work with related efforts to integrate statistical data across federal and state agencies in the national statistical knowledge network. Description of Services Needed Services are needed to continue a project to design and implement specialized graphics software to improve the graphically presentation of BLS data on the Internet and in BLS publications. The total cost for these services is $50,000. The proposed period of service is August 2002 to August 2003. This notice of intent is not a request for offers. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. All interested parties may express their interest to the Contracting Officer by the due date of this notice of intent either by e-mail, or facsimile at 202-691-6026. If there are no affirmative written responses received within (15) calendar days from the published date of this notice, The Bureau of Labor Statistics will proceed with the awarded.
