Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Prevention (DCP), proposes to enter into a sole source contract with Dr. David Cantor, 3002 Collins Ave., Silver Spring, MD, for his services in developing a base of historical research material on diet and nutrition as it relates to cancer prevention and nutrition, obtained via a series of scholarly publications. The North American Industry Classification System code is 541990 and the business size standard is $6M. DCP requires a uniquely qualified professional specialized in the history of medicine and more specifically, the history of cancer and cancer research. The individual shall serve as a researcher/writer of several articles on subjects discussed in detail in the SOW, such as; 1) Peer reviewed journal article or book chapter exploring popular responses to cancer control programs of the 1950s and 1960s; 2) Peer reviewed journal article or book chapter providing an overview of the history of cancer control and prevention since the nineteenth century; 3) Peer reviewed journal article or book chapter exploring the question of why diet, nutrition and cancer emerged as an area of concern in the 1970s; and 4) Organized series of oral histories documenting interviews with key scientists and physicians that placed diet, nutrition, and cancer on the public health research agenda. In addition, the individual shall interview key scientists, creating a series of oral histories and the contractor shall submit monthly reports to the project officer detailing the research/work performed at the Library of Congress, the National Library of Medicine, the National archives, the FDA archives, the archives of the NCI and other archives identified during the covered research. In order to best meet the needs of the DCP, at minimum the contractor must hold a Ph.D in history and must also have published scholarly works such as journal articles and/or book chapters in the area of history of medicine, especially as it relates to cancer. As the contractor must spend extensive time at DC area resources like the National Library of Medicine, it is necessary that the contractor reside no further than one hour from the NIH campus. Lastly, the contractor must be available full time for a one year period of performance. Dr. Cantor is uniquely qualified and highly specialized in the area of the history of cancer. He has a Ph.D in history of British radiobiology. He has written numerous articles in peer review journals, presented papers at conferences on the history of cancer, as well as completed a fellowship on the history of the radium loan program at the National Cancer Institute. This impressive volume of work shows his unique depth of knowledge in the history of cancer and nutrition. Based on the aforementioned requirements, skills, and abilities, Dr. Cantor is the only source known that is uniquely qualified to meet the needs required for this effort. The requirement will be of a fixed price nature, procured in accordance with FAR 6.302-1. Only one responsible source and no other services will satisfy agency requirements. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NINDS to determine if the party can perform the requirement. The capability statements must be received in the contracting office by 1:00 PM EDT, (local Washington, D.C. time) August 23, 2002.
