Description
The National Cancer Insitute(NCI), Tobacco Control Research Branch plans to contract with PNG Publications/Amercian Journal of Health Behavior, P.O. Box 4593, Morgantown, WV 36504 for publications services for a special issue of Amerian Journal of Health Behavior Entitled "Youth Tobacco Cessation, as well as provide 5,000 copies to the NCI. The Youth Tobacco Cessation Collaborative (YTCC) was formed in 1998 to address the knowledge gap concerning strategies that work best for assisting youth and youth adults to quit tobacco. The YTCC members are representatives from major organizations that fund research, program, and policy initiatives related to controlling youth tobacco use. In 2001, the YTCC conducted a systematic review of the published youth tobacco cessation literature in order to develop a guide for making decisions to help youth quit smoking. In order to disseminate the findings and work of YTCC, a special issue on youth tobacco cessation in the American Journal of Health Behavior will include invited papers addressing background and need for YTCC, the best practices process, the findings of evidence review, and research gaps and needs. The NCI is one of ten(10) organizations that comprise the YTCC. The NCI, along with the Centers for Disease Control and Prevention, the American Legacy Foundation, and the Canadian Tobacco Control Research Initiative, convened four workshops. Through these workshops, the best practices model for youth tobacco cessation was presented and discussed; and the evidence review developed and completed. NCI is interested in youth tobacco cessation because there is a need since tobacco control programs have typically focused on prevention on youth and cessation for adults. The American Journal of Health Behavior is a copyrighted publication and the only journal known to the government that can provide the above services. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the requirements. Capability statements must be received in the contracting office by 1:30 PM EDT (Local Washington, D.C. time) on August 16, 2002. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Information received shall be considered solely for the purpose of determining whether to conduct a competitive procurement. No collects call will be accepted.
