- This is a notice of intent to award a sole source simplified acquisition under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) to Computer Applications Specialists, Inc. (CAS) of Laurel, MD 20707. This acquisition is for continuing work for the National Institute of Standards and Technology (NIST), Standard Reference Materials Program. This is an enhancement/construction of a module to existing CAS proprietary software. This effort is to interface web electronic orders with CAS's ABS distribution package. The Software used is proprietary, and only CAS can modify this software. Additionally, CAS's expertise and knowledge of the NIST environment makes them uniquely capable to expedite the completion of these requirements. This notice of intent is not a request for competitive proposals; however, all proposals received on or before COB August 16, 2002, will be considered by the Government. No RFQ package is available. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NAICS 541512
